- Military Health Service (MHS) Electronic Medical Records Adoption Model (EMRAM) Assessment and EMRAM Usability Assessment. See attached J&A for more information. This contract is for Healthcare Information Management System Society (HIMSS) Analytics, to provide assessments based on their proprietary EMRAM tool on MHS GENESIS Initial Operating Capability (IOC) treatment facilities and satellite sites. The Contractor shall use the EMRAM tool to assess the clinical and business analytics capabilities and measure the adoption and utilization of the core EMR functions required to achieve a near paperless environment that harnesses technology to optimize patient care and to uncover opportunities for improved utilization. In addition, the contractor shall use the EMRAM tool to provide an independent, objective usability assessment that measures the user's capability to achieve a specific set of tasks effectively and efficiently. This assessment will study the following three (3) HIMSS usability principles: 1) forgiveness and feedback, 2) increased efficiency, and 3) minimize cognitive load.
