Description
Draft JD Avian Lines Drawing Draft PWS This announcement is a Sources Sought Notice (market survey). This is not a Request for Proposal (RFP). This announcement is for information and planning purposes only and is not a commitment by the Government, implied or otherwise, to issue a solicitation or award a contract. The purpose of this sources sought is to determine interested parties, socioeconomic status availability, and capabilities. The Government intends to use responses to this sources sought notice to make an appropriate acquisition decision for this project. The U.S. Army Corps of Engineers (USACE), Portland District's John Day Lock and Dam uses an array of lines across the Columbia River to reduce avian predation of fish. Avian lines were built in 2010 and over time some of the lines have failed are require replacement. The Government shall furnish 3/16" Vetran Rope to replace selected failed lines. The Contractor shall provide all personnel, equipment, tools, materials, vehicles, supervision, and other items and services necessary to replace selected avian lines and install cable slings on the array at John Day Lock and Dam in Rufus, OR. A draft performance work statement (PWS) and drawing are attached. Additional drawings may be posted to this notice the week of 10 October 2017 if they become available. USACE, Portland District is seeking sources for avian line replacement at John Day Lock and Dam under NAICS Code 237990, Other Building Equipment Contractors. The small business size standard for this NAICS is $36.5 million per year. The Government anticipates awarding One (1) Firm-Fixed Price - Services contract. The Period of Performance is anticipated to be mid-January 2017 through 01 April 2017. **SUBMISSION REQUIREMENTS FOR RESPONSES TO THIS SOURCES SOUGHT NOTICE** 1. In the event that the organization is a small business, state the category of small business, such as 8(a), HUBZone, Veteran Owned Small Business, Woman Owned Small Business, or SDVOSB. 4. Statement of Capability (SOC) a. Statement of your skills, knowledge, and equipment required to perform the specified services. b. Recent and relevant rigging experience within the last five (5) years similar in scope and size to the attached draft PWS. c. Recent and relevant experience within the last five (5) years rigging using Vetran Rope. The Government intends to advertise a solicitation for this project on or around 14 November 2017. At this time, a solicitation does not exist; therefore, offers shall not be accepted. It is the potential Offeror's responsibility to monitor FedBizOps for release of any future solicitation that may result from this Sources Sought Notice.
