- This is a Pre-Solicitation Synopsis for the Army Contracting Command - Rock Island (ACC-RI) for solicitation W52P1J-16-R-0131. The solicitation is for the following: a. M772 Mechanical Time Super Quick Fuze, Part Number 12624567 b. M776 Mechanical Time Super Quick Fuze, Part Number 12361000 This award will result in a single Firm Fixed Price (FFP) contract for FY 2017 requirements as the base year with a base year option, and four evaluated option periods covering FY 2017 - FY 2021 for both the M772 and M776 Mechanical Time Super Quick Fuze (MTSQ). ACC-RI, on behalf of the Office of the Project Manager Combat Ammunition Systems (OPM-CAS) intends to issue a Request for Proposal (RFP), W52P1J-16-R-0131 to the Army Single Face to Industry (ASFI) Acquisition Business Website, https://acquisition.army.mil/afsi on or about the 17 October 2016, with closing being 45 days from issuance. The solicitation will be restricted to Junghans Microtech GmbH, Dunningen, Germany. Competition is being restricted in accordance with FAR 6.302-1(a)(2)(ii)(B). Other than full and open competition is necessary due to unavailability of a complete Technical Data Packages (TDP) suitable for competitive solicitation of the M772 and M776 MTSQ Fuzes. ACC-RI intends to make a sole source firm fixed price award. The award will include a base award and base year option, plus four one year options to satisfy Fiscal Years (FY) 2017 through 2021 requirements and any subsequent FY requirements that may arise and be covered under the five-year total of the contract. The U.S. Government intends to procure up to approximately 163,108 M772 Fuzes and 131,212 M776 fuzes over the five year contract. This solicitation and any amendments will be issued electronically in accordance with FAR 4.5 and 5.102; therefore, hardcopies will not be provided. Offerors wishing an electronic copy may download it on or after the issue date by accessing the following address via the internet http://www.fedbizopps.gov or http://www.afsc.army.mil/ac/aais/ioc/solinfo/index.htm. NOTE: As this solicitation and any amendments will be issued electronically, offerors are advised to periodically access the above addresses in order to obtain any amendments which may be issued. Failure to obtain any said amendments and to respond to them prior to the closing date and time set for closing of the RFP may render your proposal nonresponsive and result in the rejection of it. The Technical Data Package (TDP) for the M772 and M776 MTSQ Fuzes is restricted to the incumbent producer as the U.S. Government only possess the top level drawing for both fuze along with associated specifications. All contractors who provide goods/services to the Department of Defense (DoD) shall be registered in the System for Award Management (SAM) database prior to contract award resulting from this solicitation. SAM replaces CCR/Fed Reg and ORCA, and contractors may obtain information on registration and annual confirmation requirements via the SAM accessed through https://acquisition.gov or by calling 866-606-8220.
