- SOURCES SOUGHT NOTICE-MARKET RESEARCH PURPOSES This is a Sources Sought Notice only. It seeks to gather information from companies that can provide tanker trucks to transport fuels within Kuwait. No solicitation is being issued at this time. DLA Energy is seeking information on industry capabilities and potential sources for providing fuel truck transportation services within Kuwait. The Government is neither negotiating nor calling for offers at this time. This Sources Sought is an expression of interest only and does not commit the Government to pay for any response preparation cost. The Government will not make an award on the basis of this notice. The Defense Logistics Agency (DLA) Energy Overseas Bulk Petroleum Products Division seeks potential sources to provide tanker truck transportation services of U.S. Government-owned fuels located in Kuwait. Annual quantities of fuels to be transported include Turbine Fuel, Aviation, JP8 (5,000,000 USG); Turbine Fuel, Aviation, JA1 (57,000,000 USG); Diesel Fuel, DF2/ADO (28,825,000); and Mogas (3,665,000). All products will be picked up from KAFCO, KNPC, or U.S. Government locations within Kuwait for delivery to various U.S. Government locations within Kuwait. The period of performance will be for approximately three (3) years from date of award. A Firm Fixed-Price, Requirements type contract is anticipated. Interested firms should be able to provide all labor, materials, equipment, supervision and management to provide for tanker truck transportation services. The Contractor must be licensed to carry JA1, JP8, DF2 and MUR, and comply with all Kuwait safety and environmental laws and regulations. All interested offers should register in the System for Award Management ( www.sam.gov ). DLA Energy has a mandatory electronic Enterprise Business System (EBS), which must be utilized in order to receive a contract award. Registration in various websites/systems must be accomplished in order to be considered for award. These systems cover items such as electronic ordering, invoicing and payment/payment status. Interested firms should contact DLA Energy by October 19, 2016, 1:00 p.m. EST.
