Description
Department of State Bureau of Diplomatic Security (DS) Training Management System Pursuant to FAR Part 10, Market Research, this survey is to determine the availability of small business vendors who have the capability of providing software to provide a Commercial Off-the-Shelf (COTS) enterprise training management system solution support an along with requisite services needed for implementation. The following priority sequence applies to possible set asides, if any: 1. HUBZone 2. SDV 3. WOPSB 4. 8(a) 5. Small Business Pursuant to FAR Part 19, the non-manufacturer rule will be applicable. "Non-manufacturer rule" means that a contractor under a small business set-aside or 8(a) contract shall be a small business under the applicable size standard and shall provide either its own product or that of another domestic small business manufacturing or processing concern (see 13 CFR 121.406). The end item must also be manufactured or produced in the United States. This Sources Sought Notice is neither a request for quotes nor a solicitation of offers; nor does it represent a promise to issue an RFQ or RFP in the future. Information received will be considered solely for the purpose of determining whether there are a sufficient number of small businesses available to conduct a competitive procurement set aside. Responses to this Sources Sought are not quotes or offers and cannot be accepted by the Government to form a binding contract. Please be advised the Government will not pay for any information or administrative costs incurred in response to this Sources Sought; all costs associated will be solely at the responding party's expense. All submissions become Government property and will not be returned. The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 511210. Response must provide clear and concise documentation which evidences the respondent's bona fide capability to provide this product. It is the responsibility of the interested parties to monitor the FedBizOpps website for additional information which may be posted pertaining to this Sources Sought. Please provide information on your implementation methodology. 13. What documentation is provided for the software / system? 14. Was your software written by your organization? As the non-manufacturer rule applies to this procurement, provide the name and business size of the manufacturer of the product, if not manufactured by the respondent. Thoroughly explain and document any exceptions/exemptions you consider applicable. 15. Please provide details of how the product is supported across multiple sites globally. What levels of support is available, definition of each level and what are the hours of operation and response times? Where are the support services located? Does support include product updates, as well as bug fixes at no extra charge? What is the helpdesk escalation procedure? II. Response Format Vendors' responses are to include the following: • The name of submitting point of contact, telephone number, full mailing address, e-mail address, and any other pertinent information. • The submitted response shall not exceed 20 pages at 10 point font, on 8.5 X 11 sized paper with 1 inch margins on all sides. • The subject line shall contain the phrase "Content Management RFI" • All proprietary information that is not to be disseminated in follow-on Government documents must be clearly identified in the Respondent's response. As this is not a request for proposal, supporting cost data is not required but is recommended where appropriate. Any pricing provided, including estimates, is informational only and must be contained within the allowed 20 pages. Please respond to this RFI via email by 3:00 pm EST, October 26, 2016. III. RFI Application Requirements/Specifications The Department of State's (DOS) Bureau of Diplomatic Security (DS) has identified a need to establish a Foreign Affairs Security Training Center (FASTC), which will provide hard and soft skills training for a diverse student population that will include foreign affairs staff, DS special agents, foreign service officers, selected foreign law enforcement personnel, and other personnel in a wide array of law enforcement and security disciplines. FASTC will consolidate existing hard skills training which is currently dispersed in 11 different locations, and to provide a consolidated approach to training. The build of FASTC will improve training effectiveness and reduce inefficiencies by providing DS with customized courses and priority access to venues. The consolidated center will provide training for an estimated at 10,000 students per year. The Diplomatic Security Training Center currently has a number of core training management functions that, while interconnected, operate disparate manual systems for tracking and administering training. As operations are moved to FASTC an enterprise solution will be needed to automate and integrate processes across training functions to support an increased student and instructor throughput Interested sources must demonstrate proven capabilities of successfully providing a Commercial Off-the-Shelf (COTS) solution for a large federal law enforcement training academy that can meet the following requirements: 1. Course Scheduling The solution must contain modules that will automate processes related to classroom scheduling, course scheduling and registration for a large federal law enforcement training academy. At a minimum the module must perform the following functions: • Classroom scheduler must be able to support complex multi-week training programs. Application must provide automatic scheduling of classroom resources (i.e. instructors, facilities, equipment, booking by course type and venue). Application must support time block utilization to help monitor schedule conflicts across all training programs. Application must support leveraging existing curriculums to build classroom schedules. • Course scheduler must be able to enroll/import students directly into classes. Application must have ability to define class dates and locations. • Course registration application must have ability to publish class information online to allow students to view class dates and location, seat availability, reporting instructions, course documents and costs. Application must be able to allow students to self-register. Application must allow administrators to sequence multiple registration requests in priority order, manage registration submissions/cancelations and automatically email students when registration status changes. 2. Lodging The solution must contain modules that will automate processes related to managing lodging functions for a large federal law enforcement training academy. At a minimum the module must perform the following functions: • Application must support customization of housing/dorm configurations, tracking off-center lodging assignments, automatic assignment of students to recommended housing based on defined business rules and racking housing costs for invoicing. 3. Staffing Allocation Application must contain modules(s) that will automate processes related to instructor tracking and scheduling for a large federal law enforcement training academy. At a minimum the module must perform the following functions: • Application must support monitoring instructor shortfall and overages. Application must support time block utilization to help monitor instructor schedule conflicts across all training programs Application must have ability to assign instructor staff with specific roles in classes. 4. Asset Management Application must contain modules(s) that will automate processes related to inventory/asset management for a large federal law enforcement training academy. At a minimum the module must perform the following functions: • Application must be able to define training facilities, resources, equipment and specific inventory information. This includes, but not limited to, images for identification, storage location, type, serial number, certifications and expirations • Application must be able to manage vehicles, accountable property, bulk resources, weapons and facilities • Application must be able to assign inventory to personnel or location and track inventory chain of custody 5. Resource Management Application must contain modules(s) that will automate processes related to resource scheduling/demand management and resource utilization optimization for a large federal law enforcement training academy. At a minimum the module must perform the following functions: • Application must be able to define resource assignment rules and availability for segments of instruction (Instructor, Facility, Equipment) • Application must be able to automate scheduling and conflict avoidance of instructors, facilities and equipment across all training programs • Application must be able to manage individual instructor calendars and availability 6. Learning Management Application must contain modules(s) that will automate processes related to testing administration and analysis, compliance and reporting for a large federal law enforcement training academy. At a minimum the module must perform the following functions: • Application must be able to support statistical analysis of tests (real-time and historical) and also view performance statistics over the life of the question. Application must support management of observed tests, defining retest and waiver rules and tracking correlation of learning objectives. Application must be able to record test scores including retests, observers, and comments • Application must be able to support 508 compliance for online test takers and Kirkpatrick Level 2 Evaluation. Application must be able to support management of class accreditation (CALEA, FLETA, PROBOARD, IFSAC, etc.) • Application must be able to create certifications which are non-expiring, expiring based upon predefined timeframes, or expiring based upon employment criteria. Application must be able to track multiple dimensions of compliance (e.g., training, age, documents, skills, certifications, and custom attributes) and monitor/maintain compliance history. Application must be able to print certificates from person records • Application must be able to support audit trail reporting (i.e. training hours reporting and missed training reporting). Application must be able to track basic, advanced, and in-service training 7. System Requirements to include permissions and access controls, system alerts, version control, ability to interface with internal and external systems for data gathering, workflow and approval processes. 8. Technical Requirements to include supporting client browser using IE9 on Windows 7, able to be installed on RHEL 5.x/6.x and/or Microsoft Windows Server 2008/2012, must be able to run using Apache Tomcat and/or JBoss EAP6.x, must support using Oracle 11g for database management system for storage of application data and metadata, compliant with all applicable Federal IT standards, compliant with Section 508 of the Rehabilitation Act of 1973, capable of functioning in 24X7 operating environment, able to support, at minimum, 10 concurrent users and/or sessions, and able to import data in bulk.
