- Past Performance Survey Relevant Experience Questionnaire DS 4184 DD Form 254 Acronyms Service Category 5 Service Category 4 Service Category 3 Service Category 2 Service Category 1 References Post Profiles Draft RFP This modification is intended to provide a special notice announcing the availability of the Diplomatic Platform Support Services (DiPSS) draft Request for Proposal (RFP). Description: This procurement is for a multiple award IDIQ contracts and is being advertised on an unrestricted basis inviting full and open competition, with set-aside contracts reserved for highly qualified small business, as permitted by FAR 19.502-4. Award Type : This procurement intends to award Indefinite Delivery Indefinite Quantity (IDIQ) contracts to responsible offerors whose proposals, conforming to the Request for Proposal (RFP), will be most advantageous to the Government. The Contracting Officer or his properly authorized representative, who will issue written task orders to the contractors, will determine the actual amount of work to be performed and the time of such performance. Task orders will be awarded as any type of cost arrangement authorized under FAR Part 16 as appropriate. The work to be acquired under this solicitation is for logistical service, life & mission support services, and all other operation & maintenance services at various government installations located in any country where the U.S. Department of State has a presence, with a focus on high threat contingency environments. Types of projects may include, but are not limited to: food service, maintenance/repair of facilities, full spectrum operations of man camps, sewage and plumbing operations of facilities, leasing properties, refurbishing properties to include upgrading to meet high security requirements, laboratories, dining facilities and related structures, travel services for personnel, to include insurance. The North American Industry Classification System (NAICS) code is 561210, and the annual size standard is $38.5 million. Solicitation/award details : The basic contract period of performance will be for 12 months. Each contract contains seven (7) 12-month options for a maximum period of performance of eight years for each contract. The estimated maximum dollar value for all contracts combined, including the base year and all options, is $4,000,000,000 dollars. The estimated maximum value may be divided up among contract awardees. The minimum guarantee for a contract is $10,000 dollars, which will be paid during the performance period of the contract. Contractors are not guaranteed work in excess of the minimum guarantee. The only work authorized under the contract is work ordered by the Government through issuance of a task order. The Government makes no representation as to the number of task orders or actual amount of work to be ordered. Each task order issued under an IDIQ contract may have a performance period of up to five years. Task orders will range between $5,000,000 dollars and $50,000,000 dollars on average with the ability to be awarded for as low as $25,000 Task orders may fall below or above this limit; however, contractors are not obligated to accept such task orders under the general terms of the contract. TIMLINE OF EVENTS Event Due Date Release of Draft RFP October 12, 2016 Deadline to submit comments and questions November 11, 2016 Conference and final RFP release November 18, 2016 Deadline to submit proposals January 12, 2017 Anticipated Award Date March 2017 COMMENT PERIOD : Please submit all comments and questions in writing in accordance with section L.9 of the attached draft RFP by no later than November 11, 2016. INDUSTRY CONFERENCE : The Department of State (DoS), Bureau of Administration, Office of Logistics Management (A/LM) will host a conference from 9:45AM to 2:00PM on Friday, November 18, 2016 in Washington D.C. for businesses interested in offering their services. CONFERENCE OBJECTIVE : A/LM intends to ensure that potential offerors have an opportunity to comment on the solicitation documents for the DiPSS acquisition prior to the release of the solicitation for competition. To that end, A/LM will conduct a day-long discussion with attendees to cover the draft solicitation. Attendees should be prepared to discuss their comments to draft solicitation with A/LM staff and other industry representatives in an open group forum. CONFERENCE REGISTRATION Pre-registration is required. Due to space limitations each company will be limited to THREE attendees.
