The Federal Aviation Administration (FAA), Mike Monroney Aeronautical Center, Oklahoma City, Oklahoma has a requirement for annual maintenance/calibration, repair, emergency service calls and replacement parts for three (3) Perkin Elmer Turbo Mass Spectrometers and one (1) ION MGS 110 located in the Civil Aerospace Medical Institute ™s Environmental Physiology Research Lab. The Environmental Physiology Research Team requires mass spectrometer data for every research project it conducts. The equipment is essential to our mission and there is no alternative means to support the maintenance and calibration requirements outlined in the manufacturing service specifications. Without atmospheric and respiratory gas composition measurements, no high altitude research would be possible. These instruments require maintenance on a bi-annual basis to maintain their accuracy. MA Tech Services, St. Louis, MO is the only known source providing maintenance and calibration services for these Perkin Elmer mass spectrometers who is authorized to refurbish and maintain equipment used for aviation. The requirement will be for one base period with two (1) one-year option periods. The intent of this market survey is to permit companies that may possess the technical capabilities to meet this requirement an opportunity to provide specific information as to their unique capabilities as specified in this announcement. CAPABILITY STATEMENT: Qualified vendors are invited to submit documentation evidencing the possession of the following capabilities: 1. Capability Statement - This document should identify: Type of services provided by firm, Size and type of services provided by previous contracts involving Perkin Elmer Turbo Mass Spectrometers support (provide detailed information and past performance), Number of years in business 2. Completed Business Declaration Form, attached. Respondents must be active in the System for Award Management (SAM) (www.sam.gov). Interested parties who can comply with and meet all of the requirements called out in this market survey should respond with their documentation in writing to: Connie Houpt, connie.m.houpt@faa.gov. Mark responses to this survey with Market Survey: Spectrometer, to arrive by 10:00 a.m. CST, October 19, 2016. The FAA will not pay for any information received or costs incurred in preparing responses to this market survey. Any proprietary information should be so marked. Individual company responses will not be disclosed to other vendors. This announcement is for planning purposes only and shall not be construed as a request for proposal or as an obligation on the part of the FAA to acquire these services.
