- NOTICE OF INTENT TO AWARD SOLE SOURCE: Department of Veterans Affairs (VA) Network Contracting Office 2 (NCO 2) intends to award a sole source contract award to HAAS GROUP INTERNATIONAL, LLC, 1475 Phoenixville Pike Ste 101 & 201, West Chester, PA, 19380-1437. The period of performance for contract award will be from November 1, 2016 through October 31, 2021. This requirement is to provide the MAXCOM System a hazardous chemical and materials program (HazCom) for the Western New York Veterans Administration Medical Center (VAMC) and Batavia VAMC. A state-of-the-art chemical management system is needed to be compliant with requirements of the OSHA hazard communication standard (29CFR 1910.1200), The Joint Commission's Environment of Care Standard for hazardous materials and waste, the Resource Conservation and Recovery Act, Executive Order (EO) 13148, Greening the Government Through Leadership in Environmental Management, EO 13423, Strengthening Federal Environmental, Energy, and Transportation Management", EO 13514, Federal Leadership in Environmental, Energy, and Economic Performance, ISO 14001, Environmental Management and Homeland Security Directives regarding Emergency Preparedness and Response. System requirements include but are not limited to providing the following: 1.Formatted and numbered emergency response Safe-Use-Guides that are written at an 8th grade comprehension level, for each category of chemical located within VAWNYHS 2.Labels that correspond with each numbered guide and include the criteria established by GHS. 3.Online Training modules that correspond with each category of chemical used within VAWNYHS. Modules provide information and training about the potential hazards, safety precautions, and the emergency response procedures for fires, spills and first aid. 4.Chemical compatibility storage tool that corresponds with the hospital specific chemical categories and provides instructions to employees on how to safely store the chemicals used at VAWNYHS. 5.A tool that provides a snapshot at a glance of reportable products under regulations such as EHS, 304 CERCLA, 313, HAP's, TIER II, and Department of Homeland Security chemicals of interest and Emergency Planning, and Community Right-To-Know programs as applicable to VAWNYHS. 6.A Chemical Approval Process whereby employees can submit requests to utilize new chemicals within VAWNYHS for the Occupational Safety and Health Department to either approve or deny the purchase of that hazardous material. 7.A product analysis tool which queries chemicals reducing vendors, duplicate chemicals and suggests safer substitutes for chemicals purchased throughout VAWNYHS. 8.A hazardous waste tracking system that maintains waste characterization information for each waste stream, keeps records of any waste analysis of each waste stream, and tracks chemicals from-cradle-to-grave. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE QUOTES; however, any firm that believes it can meet the requirements may give written notification prior to the response due date and time. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to perform the requirements. Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. If no responses are received, the Government will proceed with the award. Responses are due by October 17, 2016 at 2:00 p.m. (ET). Responses shall be submitted via e-mail to joseph.cellino@va.gov.
