Description
This is a sources sought notice only; it is not a request for competitive proposals. There are no solicitations, specifications, and/or drawings available at this time. This Sources Sought Notice is for informational purposes only to determine the interest, and availability, of potential qualified contractors. The Government will not reimburse respondents for any cost incurred in preparation of a response to this notice. ALL INTERESTED FIRMS SHOULD RESPOND TO THIS NOTICE NO MATTER WHAT BUSINESS SIZE UNDER THE NACIS CODE. Responses are to be sent via email to jaime.c.scott@usace.army.mil no later than 12:00 pm, 27 Oct 2016. The Norfolk District, Corps of Engineers is conducting market research to identify potential sources for Natural Gas Mains and several new Boilers projects at DLA / DSCR, Richmond VA. The required work for this contract is shown and presented in two (2) separate CLINs, each consisting of drawings and technical specifications. Since the work will be completed under one contract, the Division 1 Specification Section, General Conditions, will be set up as a separate CLIN to avoid duplication of Division 1 costs in the contract. The description of the work is described below: CLIN 1 - DIVISION 1 General Conditions CLIN 2 - Installation of New Natural Gas Mains The work includes the installation and testing of new natural gas mains consisting of various sizes up to, and including 5-inch. New natural gas main distribution system shall consist of both steel and HDPE pipe, valves, valve boxes, meter sets, pressure regulators, anodeless risers, steel service mains to designated gas users (boilers/heaters), etc. Work also includes the construction of a utility bridge to convey an overhead steel natural gas distribution main to supply gas consumers on the west side of the warehouse building connector on Road J. Work includes the installation of a lightning protection and a grounding system for the utility bridge and gas main. The new distribution system shall be connected to a 4-inch stub out from the natural gas main that is being installed to supply the new Operations Center. At the request of DLA/DSCR the work must be accomplished in a manner that is least disruptive to daily on-going operation at the supply center. Ancillary work includes excavation trenches for HDD pipe installation, temporary traffic control measures, utility cuts thru paved areas, clean up of work sites and restoration of areas disturbed by construction, seeding/sodding of vegetated turfed areas disturbed by excavation activities. CLIN 3 - Installation of New Boilers The work includes the replacement of (2) Burnham #2 Fuel oil fired low pressure heating water boilers with natural gas fired, high efficiency, low NOX boilers including connection to gas service at the five foot line for building 34; replacement of (2) Superior #2 fuel oil fired, medium pressure heating water boilers with natural gas fired, high efficiency, low NOX boilers including reconnection to gas service within the boiler room for building 31K, replacement of (2) Superior natural gas fired, medium pressure, steam boilers with natural gas fired, high efficiency, low NOX boilers including reconnection to gas service within building 79 (which is the boiler house for building 59), and incidental related work. Work also includes renovation and modernization of building 79, the smaller boiler house for the larger building 59. Location The work shall be located at the Defense Supply Center Richmond (DSCR), 8000 Jefferson Davis Highway, Richmond, Virginia 23297-5770, approximately as indicated. The work will be mostly located in the eastern end of the facility, closer to Jefferson Davis Highway. The complete scope of work is in the $1,000,000 and $5,000,000 range. The anticipated period of performance is 270 calendar days. This projects does not anticipate portions of the scope requiring performance during off-peak night and/or weekend hours. Sources sought anticipate the need of a laydown area for each project location. The projects are dispersed within DLA / DSCR. The laydown area are between N 2nd St and N 3rd Street. Sources sought should demonstrate knowledge of, experience in, and ability to successfully execute per the following: a. Experience with installation of natural gas and natural gas boilers. Responses to this sources sought announcement will be used by the Government to make appropriate acquisition decisions. All interested capable, qualified and responsive contractors are encouraged to reply to this sources sought announcement. It is anticipated that the Government will issue a firm fixed price contract. Interested contractors must furnish the following information: General Information: 1. Company name, address, phone number and point of contact. 2. Indicate business size in relation to the NAICS code 238220. Provide your company's Cage Code and DUNS number to verify your business status as a qualified Small Business (SB), Service Disabled Veteran Owned SB (SDVOSB), Historically Underutilized Business Zones (HUBZones), Qualified Section 8(a), Women-Owned or other than small business. Contractors must be registered in the System for Award Management (SAM) at the time of contract award. Please see www.sam.gov for additional registration information. 3. Provide a narrative indicating the primary nature of your business. Narratives shall be no longer than three (3) to five (5) pages demonstrating experience in a similar type of work as described, at similar contract values, and in a similar locations. 4. Provide three (3) examples of successful projects similar to requirements described in the project description above, within the past five (5) years. Please demonstrate five (5) continuous years of successfully accomplishing this type of work at the similar contract value, in a similar type of location. If specialty sub-contractor is used the sub-contractor shall also provide examples and experience. Include point of contact information for examples provided as past performance on indicated projects so that it may be verified. Contractors with unsatisfactory past performance may not be considered capable of successfully performing this type of work. This sources sought is not to be construed as a commitment by the Government, nor will the Government make reimbursement for any information solicited or delivered. All information submitted will be considered procurement sensitive and is being used as a market research tool only.
