- Description
- The Centers for Medicare and Medicaid Services (CMS) intends to negotiate an extension of the period of performance of the “Encounter Data Processing System ” (EDPS) contract HHSM-500-2007-00014I, Task Order HHSM-500-T0005 with Northrop Grumman Information Technology, Inc. on a sole source basis. The Encounter Data Processing System (EDPS) is the nation-wide “back-end” processing system for Medicare Part C encounter data. Section 1853 of the Social Security Act requires CMS to make timely monthly payments to Medicare Advantage Organizations (MAOs) that provide services to beneficiaries enrolled in the Medicare Advantage (MA) Program. These monthly payments are adjusted for beneficiary health status, which is calculated using beneficiary-level diagnoses data that must be submitted by MAOs to CMS via the EDPS. The extension beginning on January 1, 2017 and continuing through June 30, 2019, executable as a 12 month base with three (3) six-month option periods, will provide CMS the flexibility and agility to safeguard our statutorily mandated payment operations, while facilitating a smooth transition between contractors. In addition to maintaining uninterrupted services, this extension will allow CMS to further define EDPS requirements to meet the Agency’s operational needs. CMS intends to engage in a competitive procurement and award a new contract in 2017. This sole source modification is being conducted pursuant to the authority of 41 U.S.C. 3304(a)(1), as implemented by FAR 6.302-1, that only one responsible source and no other type of supply or service will satisfy agency requirements. This is not a Request for Proposal and no solicitation is available. All interested parties must respond in writing to support their ability to perform this work within 15 days after posting. A determination by the Government based on the response(s) received is solely within the discretion of the Government.
