Description
The F-35 Lightning II Joint Program Office intends to issue 100 orders under Basic Ordering Agreement N00019-17-G-1000 on a sole source basis to United Technologies Corporation, Pratt & Whitney Military Engines, East Hartford, CT to provide supplies and services for the F135 Propulsion System Modifications Program, including, but not limited to, change kits; technical directives; retrofit of spares; engineering support; engineering, production, prototyping, validation, installation, and testing of change kits; and modification management, planning, and scheduling. Two types of retrofits will be performed under this CJ&A: block upgrades and correction of variances remaining from the LRIP contracts. The contemplated block upgrade contract actions or orders include planned, incremental retrofits that will bring early production propulsion systems to a common configuration of fielded capabilities that have evolved over the course of the Systems Demonstration and Development Program. The contemplated retrofit contract actions or orders will correct variances remaining from the LRIP contracts and provide near and long-term improvements focusing on documented variances related to safety and maintainability of the engine systems. The type of contract action (firm-fixed-price) will be awarded for each order awarded. These orders support the F-35 U.S. Services, International Partners, and Foreign Military Sales. The F-35 Lightning II Joint Program Office intends to award this effort to United Technologies Corporation, Pratt & Whitney Military Engines, East Hartford, CT. This acquisition is being pursued on a sole source basis under the statutory authority of 10 U.S.C. 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements. This notice of intent is neither a request for proposal nor a solicitation of offers. A determination by the Government not to compete these proposed contract actions based upon responses to this notice is solely within the discretion of the Government.
