- Attachment 6: Hold Harmless and Indemnity Agreement Attachment 5: Mandatory RFP Questions Template Attachment 4: CLIN Description Attachment 3: Past Performance Questionnaire Attachment 2: QASP Attachment 1: Wage Determination RFP No. HSCEDM-17-R-00003 This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 and FAR Part 15, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a separate written solicitation will not be issued. The solicitation number HSCEDM-17-R-00003 is being issued as a Request for Proposal (RFP). Under this requirement, the U.S. Immigration and Customs Enforcement (ICE) intends to award an Indefinite Delivery Indefinite Quantity (IDIQ) contract and award Firm Fixed Price Task Orders against the IDIQ. This IDIQ is being established only for ICE utilization and only ICE can issue task orders against this IDIQ. This solicitation document incorporates provisions and clauses that are in effect through Federal Acquisition Circular 2005-91, Effective 30 September 2016. This RFP is a total small business set-aside. The applicable North American Classification System (NAICS) code is 561612, Security Guards and Patrol Services. The small business size standard is $20.5 million. The purpose of this requirement is to acquire armed ground transportation service for the entire State of Maryland and Pennsylvania in accordance with the attached Performance Work Statement (PWS) under RFP No. HSCEDM-17-R-00003. Offerors are to include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Items, with its offer. Any firm believing itself to be capable of meeting ICE's requirement, as stated within this solicitation, may submit a proposal, which, if received by the response due date of this announcement shall be considered. Prospective sources are reminded that an award can only be made to a Contractor who is registered in the System for Award Management (SAM) database in accordance with FAR 4.11.
