- NOTICE OF INTENT TO AWARD SOLE SOURCE This is a notice of intent, pursuant to the Federal Acquisition Regulation (FAR) 6.302-1. The United States Department of Education (the Department), Contracts and Acquisitions Management (CAM) intend to award a sole source firm-fixed-price contract to the National Student Clearinghouse (NSC), based in Herndon, VA (http://www.studentclearinghouse.org/) to continually match the Department's financial aid and sample survey data (student records) with enrollment and degree data from the proprietary database held by NSC. This match fulfills one of two purposes: 1. Education Statistics: Data are matched to students sampled or selected in surveys conducted by the National Center for Education Statistics (NCES). The resulting data from these matches are processed, perturbed, de-identified, merged with existing data, and are subsequently used for statistical and scholarly research by the Department and licensees under its Restricted Use Data program (https://nces.ed.gov/pubsearch/licenses.asp). 2. Audit, Evaluation, Compliance, and Enforcement: These data are matched to the Department's internal databases to administer or evaluate educational programs; for program compliance; or the enforcement of a Federal Regulation or law, especially those governing Title IV Federal Student Aid. These datasets are typically not released to the public. The estimated contract period of performance will be 36 months from date of award, with two option periods consisting of 36 months each. The Department contemplates a contract award by December 2016. This notice is not a request for competitive proposals. This is for informational purposes only.
