Description
The National Institute of Standards and Technology (NIST) Acquisition Management Division, on behalf of the Electron Physics Group in the Center for Nanoscale Science and Technology intends to negotiate on a sole source basis with Carl Zeiss Microscopy, LLC located in Thornwood, NY under the authority of FAR Subpart 13.106-1 (b), Soliciting from a Single Source. The Electron Physics Group in the Center for Nanoscale Science and Technology has an ongoing program to develop cold atom ion sources for focused ion beam applications. As part of this program the group recently acquired a Zeiss CrossBeam 540 focused-ion beam scanning electron microscope (FIBSEM), which allows nanoscale machining with the focused ion beam (FIB) and observation with the scanning electron microscope (SEM). New developments in our research now require an enhancement to this instrument, a gas injection system (GIS), which allows deposition of material by introducing a gas precursor onto the sample while simultaneous irradiating the surface with the FIB or the SEM electron beam. The gas injection system will be used to deposit protective coatings on lithium-injected samples in planned research on lithium ion battery materials. In addition, the GIS will serve as an enhancement to nanoscale machining processes, and enhanced etching processes. In order to function properly, a GIS must be fully integrated with the FIBSEM hardware, electronics, and software. Only then can the degree of control be exercised to ensure accurate deposition of material. As a result, gas injection systems are manufactured by the FIBSEM manufacturer themselves, or through close, exclusive relationships with third party vendors in which the GIS is sold through the FIBSEM manufacturer. The proprietary nature of FIBSEM hardware, electronics and software makes it impossible to create a functioning system without the technical knowledge provided by such a relationship. GIS suppliers will not sell a system for use on any FIBSEM other than the one which it is designed to operate with, since they cannot guarantee that it will operate correctly. As a result, the only responsible source for a GIS for our Carl Zeiss Microscopy, LLC FIBSEM is Carl Zeiss Microscopy, LLC. This equipment is proprietary to Carl Zeiss Microscopy, LLC as they are the only source to procure the equipment from as they have no authorized distributors or resellers of this equipment. The NAICS Code is 334516 with a size standard of 1000 employees. NIST anticipates negotiating and awarding a firm-fixed-price purchase order for this requirement. No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, the Government will consider responses received by the established date and time. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
