Description
This synopsis is to announce that the Warner Robins Air Logistics Center (ALC), Robins AFB, GA, intends to solicit and negotiate, on a sole source basis, services to perform repair of specified Combined Altitude Radar Altimeter (CARA) Prime Mission Equipment (PME) utilized in conjunction with the AN/APN-232 system. Quantities will be included for the specific NSNs as follows: Basic Year: Opt I Opt II Opt III Opt IV NSN: 5895-01-190-2940 240 240 240 240 240 NSN: 5895-01-338-6519 12 12 12 12 12 NSN: 5895-01-567-7326 24 24 24 24 24 The Government intends to solicit NavCom Defense Electronics Inc, (CAGE: 57057) for the services described herein. The statutory authority permitting other than full and open competition is 10 U.S.C. 2304(c)(1). The instant contract is anticipated to be awarded as an Indefinite Delivery, Requirements type instrument with provisions for Firm Fixed Price repair Contract Line Items (CLINs). A solicitation will be issued on or about 4 Nov 2016. This proposed repair contract is for a basic twelve month ordering period, with four twelve month option periods. This synopsis is NOT to be construed as a commitment by the Government, or as a Request for Proposals. Interested parties may identify their interest and capability by submitting a Statement of Capabilities to Charles Harris at Charles.Harris.3@us.af.mil. A determination by the Government whether or not to compete the instant contract based upon an assessment of responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether or not to conduct a competitive procurement. An Ombudsman has been appointed to address concerns from offerors or potential offerors not sufficiently addressed by the Contracting Officer. The Ombudsman does not diminish the authority of the Contracting Officer, but communicates contractor concerns, issues, disagreements, and recommendations to the appropriate Government personnel. When requested, the Ombudsman shall maintain strict confidentiality as to the source of the concern. The Ombudsman does not participate in the evaluation or selection process.
