- Attachments D - G Attachments A - C Draft RFP This is a synopsis of the Department of State's domestic locksmith service requirement, and also a provision of a draft solicitation. The requirement is for a base year and four option years, and is estimated to cost about $1,500,000 annually and $7,500,000 for five years. The solicitation will be issued subject to full and open competition. The Department of State requests that all interested parties review the draft solicitation, state their interest in the requirement, provide a capability statement detailing its capabilities to meet the requirements (especially certification requirements), and provide questions and comments that might improve the solicitation and competition. This is the only announcement that will be made prior to issuance of the solicitation. The domestic department-wide locksmith services requirement mainly entails completing work orders in the Greater Washington Metropolitan Area, but also requires occasional completion of work orders in other parts of the country. The requirement is designed as a performance-based service acquisition, and most work will be paid for through a firm fixed monthly service price, and the contractor will be reimbursed for materials. Large/complex work orders (requiring 50 or more hours) and work orders for jobs outside the Greater Washington Metropolitan Area will be reimbursed on a time and material basis. Work consists of routine, urgent, emergency and project work orders, which will require: • Overhaul, Repair and Replacement of Combination and Pushbutton Locks • Combination Changes • Lubrication of Combination Locks • Neutralization of Locks • Drilled Security Equipment • Safes, Storage Containers and Vault Doors • Installation of Locking Devices • And, Other Locksmith Work At the time of contract award, the Contractor shall possess a Top Secret facility security clearance (FCL) consistent with the DOD Industrial Security Manual, DOD 5220.22-M. Specific locksmith and contractor certifications are required. Please take note of Associated Locksmiths of America (ALOA), Medeco lock systems, Kaba-Mas certification requirements. Offerors must be registered in the System for Award Management (SAM) database to be considered for award. Please review the draft solicitation, state your interest in the requirement, provide a capability statement detailing your company's capabilities to meet the requirements (including certification requirements), and provide questions and comments that might improve the solicitation and competition.
