- A copy of the solicitation will be available via the DIBBS Website https://www.dibbs.bsm.dla.mil/ on the issue date cited in the RFP. From the DIBBS Homepage, select "Requests for Proposal ( RFP ) / Invitation For Bid (IFB)" from the menu under the tab "Solicitations." Then search for and choose the RFP you wish to download. RFPs are in portable document format (PDF). To download and view these documents you will need the latest version of Adobe Acrobat Reader. This software is available free at: http://www.adobe.com. A paper copy of this solicitation will not be available to requestors. The final contract award decision may be based upon a combination of price, past performance, and other evaluation factors as described in the solicitation. The RFP-solicitation issue date 10/31/2016 and respond due date 11/30/2016. This requirement was authorized by purchase request 0064879011 and solicit as Unrestricted for approved sources of supply. A Request for Proposal (RFP), SPE4A7-17-R-0152, was issued to establish a Definite Quantity Firm Fixed Price type contract; on NSN 1680-01-524-0830, Cell, Fuel, Aircraft for 11 each. Item is Critical Application and Export Control does apply. Item is not commercial neither is Critical/Flight Safety item. Item acquire in accordance with Basic Dwg NR 97499 450-366-003 REV NR D dtd 11/07/2007 Part Number-450-366-003-001 with an approved source; Cage 05476; American Fuel Cell under PN 62652-1 requirements. Request delivery objective is 300 days total. Delivery of production requested at FOB Point @ Origin with Inspection & Acceptance at Origin. Progress Payments are not authorized for this purchase.
