Description
THIS IS A SOURCES SOUGHT MARKET SURVEY AND DOES NOT CONSTITUTE AN INVITATION FOR BIDS, REQUEST FOR PROPOSAL (RFP), OR REQUEST FOR QUOTES. THERE IS NO SOLICITATION AVAILABLE AT THIS TIME. REQUESTS FOR A SOLICITATION WILL NOT RECEIVE A RESPONSE. Any information submitted by respondents to this synopsis is strictly voluntary. The Government will not reimburse respondents for any cost associated with the submission of information being requested or reimburse expenses incurred to the interested parties for responses. The Government is under no obligation to conduct discussions or request a demonstration. Issuance of this market survey does not restrict the Government as to its ultimate acquisition approach. The United States Army CECOM Security Assistance Management Directorate (SAMD) is conducting this market survey to determine potential sources capable of fulfilling a Foreign Military Sales (FMS) requirement. This market survey is to determine sources capable of developing, producing, and delivering 1400 AN/PVS-14-Special Ground Forces Kit (SGFK) and 210 Binocular Night Vision Device (BNVD)-Dual Gain (DG)-(SGFK) systems for the Government of Jordan. Hardware to be provided must meet requirements listed below. The U.S. Government requests that interested parties submit pricing, availability and estimated delivery time for 1400 AN/PVS-14-SGFK systems. Each system must include the following items with listed specifications. 1. AN/PVS-14 Night Vision Monocular with an estimated Figure of Merit (FOM) of 1600 a. Generation 3 Mil Spec F9815 image intensifier tube b. Variable gain control c. Integrated IR Illuminator d. Low battery indicator e. 40 degree field of view f. 25 mm eye relief g. Focus range 25 cm-to- infinity h. Diopter adjustment -6-to +2 i. Not more than 360 g weight (without battery) j. Use a single AA-size battery for power k. Meet MIL-PRF-49324(CR), MIL-PRF-49427(CR), and MIL-STD-810G 2. Multi-Use Helmet Mount with 3-Hole Shroud (Personnel Armor System for Ground Troops (PASGT), Modular Integrated Communications Helmet (MICH,) etc.) 3. Head Mount 4. Sacrificial Window 5. Demist Shield 6. Combat ID Kit (IR Glowtape Kit) 7. Operators Manual 8. Shuttered Eyeguard 9. Operators Quick Reference Card 10. Lens Cap 11. Eyecup 12. Neckcord 13. Lens Cleaning Tissue 14. Lens Cleaning Cloth 15. Compass Assembly 16. Weapon Mount 17. Retaining Strap 18. Dual Gain Control c. Integrated IR Illuminator d. Low battery indicator e. 40 degree field of view f. 25 mm eye relief g. Focus range 25 cm-to- infinity h. Diopter adjustment -6-to +2 i. Not more than 650 g weight (without battery) j. Use a single AA-size battery for power k. Meet MIL-PRF-49324(CR), MIL-PRF-49427(CR), and MIL-STD-810G 2. Retaining Strap 17. IR Spot/Flood Adapter 18. Soft Carry Case Capable of Preventing Breakage from a 2 m Drop 19. Re-Focus Lens Kit 20. 3 X Magnifying Lenses (Optional) Format: Interested parties are requested to respond to this market survey in Microsoft Word Office 2007 compatible format. Response documents should be written using a 10 point font size or larger. The paper must include company name, company address, overnight delivery address (if different from mailing address), cage code, point of contact, e-mail address, telephone number, fax number; business size, unique qualifiers (e.g. large, foreign, small disadvantage, veteran owned, woman owned, etc.). The Government acknowledges its obligation under 18 U.S.C. 1905 to protect information qualifying as confidential under this statute. Pursuant to this statute, the Government is willing to accept any proprietary (e.g., trade secret) restrictions placed on qualifying data forwarded in response and to protect it from unauthorized disclosure subject to the following: 1. Clearly and conspicuously mark qualifying data with the restrictive legend (all caps) PROPRIETARY with any explanatory text, so that the Government is clearly notified of what data needs to be appropriately protected. 2. In marking such data, please take care to mark only those portions of the data or materials that are truly proprietary (over breadth in marking inappropriate data as proprietary may diminish or eliminate the usefulness of your response-see item 3 below). Use circling, underscoring, highlighting or any other appropriate means to indicate those portions of a single page which are to be protected. 3. The Government is not obligated to protect unmarked data. Additionally, marked data that is already in the public domain or in the possession of the Government or third parties, or is afterward placed into the public domain by the owner or another party through no fault of the Government will not be protected once in the public domain. Data already in the possession of the Government will be protected in accordance with the Government's rights in the data. 4. Proprietary data transmitted electronically, whether by physical media or not, whether by the respondent or by the government, shall contain the proprietary legend, with any explanatory text, on both the cover of the transmittal e-mail and the beginning of the file itself. Where appropriate for only portions of an electronic file, identify where the restrictive legends proprietary portion begins and where the proprietary portion ends. Questions regarding this announcement shall be submitted in writing by e-mail to the Point of Contact, steven.c.cooper8.ctr@mail.mil. Verbal questions will not be accepted. Questions will not contain proprietary or classified information. The Government does not guarantee that questions received after 2 November 2016 will be answered. Response Deadline and Submissions: Parties may begin submitting responses to this request for information immediately with all white paper submissions due no later than 2 November 2016.
