Notice Type: Justification and Approval (J&A) J&A Statutory Authority: FAR 6.302-1 - Only one responsible source (except brand name) Contract Award Date: TBD Contract Award Number: TBD Synopsis: Biomedical Engineering -Baltimore is requesting a new firm fixed price contract for Premier Assurance Essentials coverage on the Varian TrueBeam Linear Accelerator and the Calypso unit. If you find this sole source acquisition not justified please respond to this posting by October 24, 2016 and supply the following via email to Vanessa.Jacobs@va.gov. STATEMENT OF CABABILITY: Submit a brief [ Five (5) pages or less] capability statement explaining your capability to perform services for the DC VAMC. DEPARTMENT OF VETERANS AFFAIRS Justification and Approval (J&A) For Other Than Full and Open Competition (>$150K) 1.Contracting Activity: Department of Veterans Affairs, VISN 05, Baltimore VA Medical Center Medical Center, Baltimore VA Medical Center, Biomedical Engineering Department is requesting approval for Other than Full and Open Competition approval for support of Varian TrueBeam Linear Accelerator. Ref. 512-17-1-098-0020 2.Nature and/or Description of the Action Being Processed: Biomedical Engineering -Baltimore is requesting a new firm fixed price contract for Premier Assurance Essentials coverage on the Varian TrueBeam Linear Accelerator and the Calypso unit. The projected annual cost of coverage for this requirement is $288.092.00. 3.Description of Supplies/Services Required to Meet the Agency's Needs The Baltimore VA Medical Center has opened its first radiation oncology department for the treatment of cancer patients. To meet the agencies needs the vendor must provide comprehensive and competent support with maximum uptime for the TrueBeam Linear Accelerator. Service provider must be product specific trained. All software, firmware and technical documentation must be validated by the manufacturer 4.Statutory Authority Permitting Other than Full and Open Competition: ( x ) (1) Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements per FAR 6.302-1; ( ) (2) Unusual and Compelling Urgency per FAR 6.302-2; ( ) (3) Industrial Mobilization, Engineering, Developmental or Research Capability or Expert Services per FAR 6.302-3; ( ) (4) International Agreement per FAR 6.302-4 ( ) (5) Authorized or Required by Statute FAR 6.302-5; ( ) (6) National Security per FAR 6.302-6; ( ) (7) Public Interest per FAR 6.302-7; 5.Demonstration that the Contractor's Unique Qualifications or Nature of the Acquisition Requires the Use of the Authority Cited Above (applicability of authority): ): The Varian TrueBeam Linear Accelerator is a State of the Art, radiation emitting modality that is used in the treatment of cancer patients at the Baltimore VA Medical Center. The TrueBeam is a $4,000,000.00 system that requires the highest level of expertise to maintain. Varian has developed a comprehensive treatment plan that incorporates ARIA oncology information and image management solution that allows the provider complete oversight of all aspects of oncology care. This system also utilizes the Eclispe which a treatment planning feature that simplifies radiation therapy planning for several types of treatment, 3D conformal, intensity-modulated radiation therapy, electron, proton, and brachytherapy. These features are just a few examples of the treatment options available for use with the TrueBeam Linear Accelerator. Varian's service providers are factory trained to maintain every aspect of this highly sophisticated equipment. The software used for the every application of the treatment plan is proprietary and can only be accessed or manipulated by a recognized representative of the manufacturer and trained oncology staff. There are specific use restrictions that prohibit unauthorized access to the application.
