- Description
- The Transportation Security Administration (TSA) intends to contract using other than full and open competition to quantify the vulnerability of commuter, transit, and light railcars and associated infrastructure (track components, plus third rail and catenary power systems) to damage caused by the use of explosives. This is in scope with the legislative requirements articulated in the 9/11 Act, memorialized in Title VI USC. Accordingly, the TSA intends to award a contract to the Transportation Technology Center, Inc. (TTCI), 55500 Dot Test Rd, Pueblo, CO, 81006. This contract will address the requirements of the TSA Office of Security Capabilities. The award will be made to develop Risk-Informed Performance Objectives for railcars, investigate railcar blast vulnerability, expand international collaboration, deliver logistics required for TSA Test Bed Activities, and provide program management support. This is essential in ensuring the development of possible mitigation measures to reduce damages and injuries from a railcar blast. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
