- SOLICITATION NUMBER R16PS00068 WAS EXPECTED TO BE ISSUED IN FIXCAL YEAR 2016, IT DID NOT ISSUE IN FY16; THIS SOLICITATION NUMBER WAS CANCELLED. THIS REQUIREMENT IS BEING RE-ISSUED UNDER SOLICITATION NUMBER R17PS00025. INFORMATION provided in the original FBO notice is shown below; the point of contact and approximate date of issue has been revised accordingly. The Bureau of Reclamation, Pacific Northwest Region, has a requirement for Black Canyon Powerplant and Modifications, Boise Project, Idaho. The Black Canyon Dam and Powerplant is located approximately 6 miles northeast of Emmett (Gem County), Idaho. The work consists of constructing a 12.5 MW hydroelectric generating facility, a 69 kV switchyard and retrofitting the existing powerplant. Principal components of the work include performing earthwork, placing concrete foundations and retaining walls, installing a concrete ramp, fabricating and erecting a steel frame modular switchgear building, designing, manufacturing and installing a hydraulic turbine, generator, excitation system, governor, and performing structural, architectural, HVAC, fire detection/suppression, plumbing, mechanical, and electrical work. Work also includes penetrating the dam to install a new penstock from the reservoir to the new powerplant, repairing existing intake structure, installing trashrake system, retrofitting existing powerplant to provide new control room for new duplex control switchboards for the existing generating units. This procurement is a full and open competitive requirement and will be a negotiated procurement. The technical factors will include, at minimum, technical approach, past performance, draft CPM schedule, experience and price; these evaluation factors are subject to change. Final evaluation factors will be defined in the solicitation package. The North American Industry Classification System (NAICS) code is 237990 and the size standard is $36.5 million in gross annual receipts averaged over the previous three 1-year accounting periods. The order of magnitude for this project is expected to be from $50,000,000 to $100,000,000. An electronic copy of the solicitation will be available APPROXIMATELY January 18, 2017, at www.fbo.gov.
