Description
PRE-SOLICITATION NOTICE This is neither a request for quote or proposal nor an invitation for bid. The intent of this pre-solicitation synopsis is to inform potential offerors of this requirement. The Request for Proposal (RFP) will be issued by NAVFAC Mid-Atlantic Hampton Roads IPT on or about November 4, 2016. The solicitation number will be N40085-17-R-0307 on the Navy Electronic Commerce Online website (NECO) at https://www.neco.navy.mil/index.aspx. A Vendor User Guide is available for download at the site as well as the NECO Help Desk contact phone number for any issues/questions related to the website. Ensure that you register with the site so you will receive emails applicable to this solicitation in the event of any amendments and/or any changes regarding this solicitation and/or solicitation of interest. Primary POC: Jeff Haycox, (757) 341-2074, email: jeffrey.haycox@navy.mil A sources sought notice was posted on August 25, 2016 under synopsis N40085-16-R-6171 to determine availability and capability of small businesses to perform the requirement. Based on market research results, the procurement will be solicited on an unrestricted basis with full and open competition. NAVFAC Mid-Atlantic ™s Office of Small Business Programs concurs with the determination to solicit as an unrestricted procurement. The proposed project includes the following: Repair and upgrade the electrical distribution system on the four double decker piers at Naval Station Norfolk. Currently, the 480V conductors run from the existing substations located in the center of the piers on the lower deck, pass through the lower deck of the piers through tap cans, traverse perpendicularly across the underside of the lower deck and turn back up through the lower deck to feed existing cable carrier system for shore power stations. The Pier 11 cable carrier system consists of a cable trench with railroad rails on each side of the pier and four electrical 480V Mobile Power Stations (MPS) per side with 480V receptacles. The 480V MPS moves along railroad rails on both sides of the pier as needed to provide electrical shore power connections anywhere down the length of the pier to align with the berthed ships electrical connections. Piers 2, 6 and 7 have manual mechanical cable carrier systems in lieu of MPSs to feed fixed shore power stations. This project will remove the existing 480V conductor from underneath all four piers and the manual mechanical cable carrier system from Piers 2, 6 and 7. This project will install four new MPSs, two per side, on each of Piers 2, 6 and 7 to provide flexible shore power coverage along both sides of the middle longitudinal half of each pier. Fixed shore power stations will be located inshore and offshore to provide 100% coverage down the length of the piers. This project installs new 480V conductors from the existing substations to existing MPSs on Pier 11, new MPSs on Piers 2, 6 and 7 and the new fixed inshore and offshore shore power stations on Piers 2, 6 and 7. The new conductors will be run across the top of the lower deck to the power substations and protected by a shallow ramp/trench structure. The piers also have existing 15 kV circuits and 34.5 kV primary feeders running along the underside of the lower decks of the piers. This project will install new structural supports designed to both support and protect the existing conductors. The estimated construction cost is between $25,000,000 and $100,000,000. The anticipated award of this contract is June 2017. The completion time for this contract is 770 calendar days after award. The specifications for this project will be posted with the solicitation and are not available at this time. The North American Industry Classification System (NAICS) Code for this project is 237130, Power and Communication Line and Related Structures Construction, with a small business size standard of $36.5 million.
