- Sources Sought Template (Request for Interested Manufacturers) FROM: Gabriel Quilliams /410 SCMS/GULB TO: DLA Aviation Procurement Operations at Warner Robins (SPRWA1) LOCATION: Robins AFB, GA 31098-1813 FBO Post Title: Request for Interested Manufacturers 5998-01-087-7775 Circuit Card Assembly (CCA) SUBJECT: Market research is being conducted to identify potential sources that may possess the expertise, capabilities, and experience to meet the requirements for qualification and production of CCA, NSN 5998-01-087-7775, PN BH1994-2 ITEM DESCRIPTION This CCA is utilized in H301 environmental control system tester which measures pressure, temperature, and voltage for the F-16 aircraft. The tester uses a temperature subsystem, a pressure subsystem, and a multimeter subsystem to troubleshoot the environmental control system of F-16A/ B aircraft. Signals from an auxiliary resistance temperature detector (RTD), RTD's in the aircraft, and a calibration test circuit are selected with the TEMPERATURE switch and applied to the temperature subsystem indicator. Each pressure signal from the aircraft is connected the rough a hose to 1 of 13 pressure inputs on the tester. Twelve of the pressure inputs (three groups of four) are selected with selector valves and applied to appropriate pressure transducers. The outputs of the transducers are amplified on the pressure indicator board and multiplexed by a signal from the PRESSURE switch before being measured. The multimeter can measure ac and de voltages, de milliamperes, and ohms. Multimeter input signals come from the aircraft through a test cable to the SIGNAL INPUT connector and are selected with the OVERTEMP, COCKPIT TEMP, AVIONIC COOLING, and ANTI-ICE CONTROL switches (on the tester switchboard) and applied to the multimeter through the MULTIMETER switch when it is in INT position. The multimeter measures de volts when the MULTIMETER switch is in INT position. It measures signals from the test leads when the switch is in the other positions and displays them in the units indicated by the range display. Impediment to Competition: The drawing for BH19994 was found to be proprietary to Howell Instruments Inc. (cage 98869) and not available for competitive procurement. The original equipment manufacturer for this item is Howell Instruments Inc. (cage 98869) which maintains its configuration by part number and configuration control. The Government does not own any data, drawings, schematics, or any other releasable technical data in support of this requirement. As a result, Howell Instruments Inc. (cage 98869)is the only known source with adequate knowledge of the H301 environmental control system tester performance requirements and possession of the required technical data and capabilities needed to produce this item and ensure compatibility of the equipment. INTEREST The DLA/AWB Contracting Office intends to award a sole source contract to Howell Instruments Inc. for the manufacture of the CCA in support of the A H301 environmental control system tester. Other interested parties may identify their interest and capability to respond to the requirement no later than 4 Nov 2016 closing date by emailing gabriel.quilliams.2@us.af.mil or dla.dlr.proc@us.af.mil.The Government intends to procure these items using Other Than Full and Open Competition as prescribed by FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.
