Description
Notice of Intent to Sole Source: Allograft and Xenograft The Department of Veterans SAO West NCO 19, Rocky Mountain Acquisition Center, 4100 E. Mississippi Avenue Suite 900, Glendale, CO 80246 intends to enter into sole source Blanket Purchase Agreement with LIFECELL CORPORATION, 1 Millennium Way. Branchburg, NJ 08876 a Large Business. The associated North America Classification Systems (NAICS) Code is 339113 and the Business Size Standard is 750 employees. The contractor shall provide the Eastern Colorado Health Care System with Biological Implants, Allograft and Xenograft tissue, through consignment and just-in-time deliveries. The tissue will be an acellular dermal matrix (ADM - Allograft) for soft tissue applications and various sizes of porcine type mesh (Xenograft) for hernia repairs. These implants are needed on occasion for particular types of Ventral Hernia repairs, usually larger defects, and soft tissue reconstructive surgery. The implants have been requested by the VA s General Surgeons to be on hand at the medical center because the need for them is not always known preoperatively, making it necessary to stock this item for when the need arises. It is also important for a Consignment Agreement to be in place because the Denver VA Medical Center s need for the item can be immediate and it is not always possible to predetermine which of the several sizes would be required once the Veterans surgery has initiated. Having each type or model in house on a consignment basis will assure instant availability. The specific product(s) described above have been determined by the clinical team to be the best product to treat Veteran patients at the Denver VA Medical Center when they are in need of a skin graft or hernia repair. The proposed contract action is for giving patients a better chance of a positive post-surgical outcome; due to the increase white blood cell count around the surgical site, less post-surgical scar tissue and a lower incidence of the mesh adhering to the tissue. In this case, Alloderm and Strattice Matrix Tissue are the specific prescription and method of treatment for the Veteran patients because; The implanted mesh is unique in that it has the specific antigens removed from the porcine to prevent rejection by the human body. The structural properties of the mesh minimize tissue attachment. The tissue is not a cross linked product. Cross linked products have been studied and found to be recognized by the human body as a foreign body. The product is engineered to provide an implant that is strong, biocompatible and will incorporate into the recipient tissue with associated cell and micro vascular ingrowth. This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capability to respond to the requirement. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the U.S. Government. Interested persons may identify their interests and capability to respond to this requirement no later than 3:00 PM Eastern Time, Monday, October 24th, 2016. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government in future procurements. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to meet the subject requirement. This information shall be provided at no cost or obligation to the Government.
