- Synopsis for the 60mm (M702) and 81mm (M299, M752A1) Ignition Cartridges For 60/81mm High Explosive, Smoke, Illumination, and Full Range Practice Cartridges The U.S. Army Contracting Command-Rock Island (ACC-RI), Rock Island Arsenal, Rock Island, Illinois, on behalf of the Office of the Project Manager Combat Ammunition Systems (PM CAS) located at Picatinny Arsenal, New Jersey anticipates awarding at least two (2) Firm-Fixed Price (FFP) Indefinite Delivery Indefinite Quantity (IDIQ) contracts with five (5) ordering periods (one year each) for the 60mm (M702) and 81mm (M299, M752A1) Ignition Cartridges to qualified producers who are within the National Technology Industrial Base (NTIB). At least two (2) awards will be made utilizing Lowest Price Technically Acceptable (LPTA) Source Selection Procedures in accordance with Federal Acquisition Regulation (FAR) 15.101-2. The 60mm (M702) Ignition Cartridge and the 81mm (M299, M752A1) Ignition Cartridges are comprised of an aluminum head/body assembly that holds a capped paper tube filled with a prescribed amount of propellant. The head/body assembly contains a firing plug that, when dropped down the mortar tube, locally compresses a percussion primer that initiates the energetic train. The primer's output initiates a black powder pellet. The output from the black powder pellet travels through a flash tube to initiate M9 propellant inside the paper tube assembly. The Ignition Cartridge is loaded with a prescribed amount of propellant capable of providing a muzzle velocity necessary to achieve required 60mm and 81mm High Explosive (HE), Smoke, Illumination, and Full Range Practice Cartridge (FRPC), mortar cartridge ranges. The 60mm (M702) and 81mm (M299, M752A1) Ignition Cartridges will be provided as Government Furnished Material (GFM) to the relevant Mortar Cartridge Load, Assemble and Pack (LAP) facilities for the production of HE, Smoke, Illumination, and FRPC Mortar Cartridges. The estimated maximum contract value for all awarded contracts will be $92,959,523 with a guaranteed minimum of $5,000 per awarded Ignition Cartridge. The estimated quantities for this five (5) year contract are as follows: 4,464,181 60mm M702; 2,105,613 81mm M299; and 341,101 81mm M752A1 Ignition Cartridges. The associated North American Industry Classification System Code (NAICS) for the 60mm (M702) and 81mm (M299, M752A1) Ignition Cartridges is 332993. The 60mm (M702) and 81mm (M299, M752A1) Ignition Cartridges will be built to certified Government Technical Data Packages (TDPs), which will be available upon request. The TDPs are coded as Distribution Statement D (authorized distribution of technical documents to the Department of Defense (DoD) and U.S. DoD Contractors only). A fully executed DD Form 2345 and a completed Non-Disclosure Agreement (NDA) must be submitted prior to receiving the TDPs. Contractors must be registered in the System for Award Management (SAM) database by accessing the SAM web site at http://www.sam.gov in order to be eligible for contract award. This notice does not constitute a formal RFP, nor is the Government obligated to issue an RFP.
