- B.1 Statement of Work (SOW) General: VA North Texas Healthcare System is seeking an authorized contractor of SOLAR Turbine Mercury 50 gas turbine to provide all management, tools, supplies, equipment, and labor necessary to provide required preventive maintenance and inspections of the SOLAR Turbine Mercury 50 gas turbine generating unit located at VAMC Dallas, 4500 S Lancaster Rd, Dallas, TX 75216. The Contractor shall be an Original equipment Manufacturer (OEM) authorized dealer, authorized distributor or authorized reseller for the proposed equipment/system such that OEM warranty and service are provided and maintained by the OEM. All software licensing, warranty and service associated with the equipment/system shall be in accordance with the OEM terms and conditions. Description of Work: Contractor shall provide OEM planned equipment maintenance including consumable parts, special tooling, travel and subsistence. Maintenance coverage consists of one Level A (4,000 operating hours) and one Level B (8,000 operating hours) including a Condition Assessment Visit (CAV) scope and report. COVERED EQUIPMENT Gas Turbine Engine Gearbox Generator Recuperator Turbine Control System Start System Fuel System Lube Oil System Battery Charger Ventilation Unit Fire and Gas System Vibration System REMOTE MONITORING AND DIAGNOSTICS (RM&D) Perform continuous monitoring of turbine package, analyze data to diagnose equipment degradation or identify potential failure. Use data to plan predictive maintenance to ensure maximum reliability. Monitoring must take place independent of VA phone or computer systems. MAINTENANCE AND INSPECTION The contractor shall perform routine preventive maintenance and inspections as delineated in the table below. Air Systems Level A Level B Inspect air inlet housing (obstructions, leaks or contamination). Record differential pressure ( P) X X Inspect self-cleaning air filters supply pressure. X X Inspect Intake and Exhaust systems (debris, leaks, and damage). X X Inspect evaporative cooler for proper operation. X X Inspect enclosure vent fans and filters. X X Electrical and Control Systems Level A Level B Visually inspect gages and indicators for proper operation. X X Inspect control console electrical connections for cleanliness and security. X X Verify and record speed magnetic pickup sensor output. X X Inspect condition of thermocouple harnesses and supports. X X Inspect fire detectors for cleanliness and sensitivity. X X Test fire eyes and thermal devices. Verify system solenoids for proper operation. X X Test Hazardous Package sensors/detector(s). Calibrate as required. X X Inspect critical gages. Calibrate, fill, or replace as required. X X Inspect speed and temperature control boxes. Calibrate as required. X X Inspect and verify back-up over-speed protection monitor. Calibrate as required. X X Check gas detection devices. X X Visually inspect control console. X X Inspect and Verify safety warning and shutdown devices. Calibrate or adjust as required. X X Inspect and Verify package vibration monitoring and associated vibration devices (transducers). X X Inspection of charger (batteries) for condition and proper operation. X X Perform a battery run down test X Replace PLC battery. X Fuel Systems Level A Level B Record fuel pressure. Assist customer in adjusting regulator as required. X X Inspect fuel control system (integrity, leak and proper operation) including fuel system (valves, actuators, linkage & connections). X X Inspect fuel control poppet valve; replace as required (condition based). X X Inspect pilot gas filter element, replace as required (condition based) X X Disassemble, clean, and/or rebuild gas shutoff pilot control valves as required (condition based). X X Inspect and lubricate liquid fuel shutoff valves, reassemble with new o-rings. X X Inspect and clean fuel strainers. X X Inspect fuel injectors for cracks, excessive oxidation or damage. Remove and replace as required X X Inspect, clean, and/or rebuild primary and secondary fuel shutoff valves (condition based). X X Inspect igniter torch housing for cracks and excessive erosion, inspect discharge tube for chaffing wear. Replace as required X X Inspect air purge manifolds (discoloration, cracks, overheating) X X General Level A Level B Review unit operating data. X X Inspect package lines and hoses (leaks, wear, chaffing), correct as required. X X Inspect mechanical linkages (wear, looseness), correct as required. X X Visually inspect entire package for fuel, oil, and air leaks. X X Check condition and operation of solenoids and shutoff valves, correct as required. X X Inspect package for unusual noise, discoloration, cracks, and chaffing lines, correct as required. X X General (cont d) Level A Level B Visually inspect exhaust bellows for cracks or distortion. X X Perform cleaning of engine per Performance Condition or as required (off-line detergent wash). X X Perform boroscope inspection of the compressor, combustion section and the power turbine. X X Conduct vibration survey. X X Lubricate all electric motors that are equipped with grease fittings per recommended schedule or as required. X Check all safety valves as required. X X Inspect, clean or replace all package filters (condition based). X Witness turbine Restart, record acceleration time. Monitor control system for proper sequencing. X X Conduct engine performance analysis as required (Condition based). X Generator (Driven Equipment) Level A Level B Inspect generator for cleanliness. Inspect fan blades, generator rotor and stator for contamination and damage X Inspect coupling shear bolts for wear or damage X X If Required Disassemble, clean, inspect gear engagement wear, repack (Solar coupling grease) Re-assemble (New Gaskets) X As required, based on vibration data, check and realign driver/driven equipment X Resistance check (PI) X Rectifier assembly, inspection and repair, and diode replacement As required Bearings and oil seal replacement As required Oversee contractor in cleaning the generator utilizing OEM recommendations or Industry Standard Practices As required Lube Oil and Servo Oil Systems Level A Level B Inspect Lube oil tank level, record oil consumption. X X Check lube oil tank vent fan and/or mist eliminator for proper Operation. X X Check lube oil tank vent mist eliminator for proper operation X X Collect oil sample for condition analysis. X X Inspect and record lube oil filter differential pressure ( P). Rotate to standby filter assembly. Inspect and replace filter elements if required. X X Inspect Servo oil filter pop-out condition indicator. Replace filter if required. X X Inspect Lube Oil cooler assembly (cleanliness and proper operation) X Start Systems and Auxiliary Motors Semi-Annual Annual Inspect Starter reservoir or lubricator oil level, fill reservoir as required. X X Inspect and verify pre/post lube oil pump and backup lube oil Pump operation. X X Inspect starter clutch (if applicable) to ensure proper engagement and operation X X Verify starter gas vent over pressure protection is functional. X X Inspect VFD s for proper operation and setpoints. X X The contractor shall prepare and submit a written report within five business days of the inspection. If repairs require work considered over and above routine maintenance work, the contractor shall notify the Government QA for appropriate decision and action. Reporting: Prior to performing any services routine or otherwise, the Contractor shall report to the Energy Center their presence on station either by checking in at the Energy Center. Once service has been completed, the Contractor shall check out at the Energy Center to have the service ticket signed. If the service call is discovered to be outside the scope of the maintenance contract, the technician shall inform the operator at that time it is determined and cease work until a purchase order can be issued. REPAIR SERVICE CALLS. Routine Calls. The contracting officer or his designated representative will notify the contractor of repairs to be made from the inspection report or service call. The contractor shall report to the work location, survey the repair, and provide to base contracting an estimated time to repair and cost of repairs not covered in the basic service contract. The contractor shall commence repair work after notification from the contracting office. All repair work shall be in accordance with normal commercial practices using parts specified by the turbine package manufacturer of equal or better quality. Downtime of the turbine will be kept to an absolute minimum. The contractor must notify the customer of all projected downtime and estimated time for repair. The contractor shall prepare and submit a written report within five business days after the routine repairs are completed. The report shall include the date and time of the service call, the repairs performed, and the name of the technician performing the repairs. Upon determination that a repair is required is due to conditions outside the scope of the maintenance contract, the contractor must notify the COTR and work cease until a purchase order can be issued. Emergency Calls. The contractor shall respond to emergency calls within 24 hours after notification. HOURS OF OPERATION. Routine work under this contract shall be performed during normal business hours of 8:00 a.m. to 4:30 p.m., Monday through Friday excluding Federal holidays unless the Associate Chief Engineer for Maintenance and Operation (ACE/M&O) or his designee approves schedules other than normal duty hours. SECURITY REQUIREMENTS. While on VA premises the Contractor or his representative shall wear a company uniform garment or display some means of identification showing he is an employee of the Contractor. GOVERNMENT FURNISHED PROPERTY AND SERVICES. The contractor may place approved storage lockers in the equipment rooms for storage of parts and lubricants. Storage must be in accordance with NFPA and NEC codes. Check in Requirements: The service technician will check in and out with the plant operator at the Energy Center. Documentation: The contractor shall prepare and submit a written report within five business days of the inspection. The report shall identify maintenance work performed, repairs needed, date of inspection, name of inspector, and overall condition of the turbine package. If repairs require work considered over and above routine maintenance work, the contractor shall notify the Government QA for appropriate decision and action. Period of Performance: Period of performance shall be from November 10, 2016 through September 30, 2017 plus four (4) option years. Place of Performance: VAMC Dallas, 4500 S Lancaster Rd, Dallas, TX. Contracting Officer Technical Representatives: Prior to contract award, the Contracting Officer shall designate a VA Medical Center employee as the COTR. All work coordination shall be made through the COTR. The Contractor shall be provided a copy of the letter of delegation authorizing the COTR at the commencement of the term of the contract. No other person shall be authorized to act in such capacity unless appointed in writing by the Contracting Officer. Information technology security requirements: The contractor, their personnel, and their subcontractors shall be subject to the Federal laws, regulations, standards, and VA Directives and Handbooks regarding information and information system security as delineated in this contract. The contractor shall comply with all Federal laws and regulations the VA has developed when VA sensitive information is accessed, used, stored, generated, transmitted, or exchanged by and between VA and a contractor. The information made available to the contractor by VA for the performance of this contract will be used only for the purposes of performance under this contract. The certification and accreditation requirements do not apply to this requirement and a security accreditation package is not required. Information Systems Officer, Information Protection: The contractor will not have access to VA Desktop computers nor will they have access to online resources belonging to the government while conducting services. Privacy Officer: The contractor will not have access to Patient Health Information (PHI) nor will they have the capability of accessing patient information during the services provided to the VA. Records Management: Citations to pertinent laws, codes and regulations such as 4 U.S.C. Chapter 21, 29, 31 and 33; Freedom of Information Act (5 U.S.C. 552); Privacy Act (5 U.S.C. 552a); 36 CFR Part 1222 and Part 1228. Contractor shall treat all deliverables under the contract as the property of the U.S. Government for which the Government Agency shall have unlimited rights to use, dispose of, or disclose such data contained therein as it determines to be in public interest. Contractor shall not create or maintain any records that are not specifically tied to or authorized by the contract using Government IT equipment and/or Government records. Contractor shall not retain, use, sell or disseminate copies of any deliverable that contains information covered by the Privacy Act of 1974 or that which is generally protected by the Freedom of Information Act. Contractor shall not create or maintain any records containing any Government Agency records that are not specifically tied to or authorized by the contract or identified in the RCS10-1. The Government Agency owns the rights to all data/records produced as part of this contract. The Government Agency owns the rights to all electronic information (electronic data, electronic information systems, electronic databases, etc.) and all supporting documentation crated as part of this contract. Contractor must deliver sufficient technical documentation with all data deliverables to permit the agency to use the data. Contractor agrees to comply with Federal and Agency records management policies, including those policies associated with safeguarding of records covered by the Privacy Act of 1974. These policies include the preservation of all records created or received regardless of format [paper, electronic, etc.] or mode of transmission [e-mail, fax, etc.] or state of completion [drat, final, etc.]. No disposition of documents will be allowed without the prior written consent of the Contracting Officer. The Agency and its contractors are responsible for preventing the alienation or unauthorized destruction of records, including all forms of mutilation. Willful and unlawful destruction, damage or alienation of Federal records is subject to the fines and penalties imposed by U.S.C. 2701. Records may not be removed from the legal custody of the Agency or destroyed without regard to the provisions of the agency records schedules. Contractor is required to obtain the Contracting Officer s approval prior to engaging in any contractual relationship (sub-contractor) in support of this contract requiring the disclosure of information, documentary material and/or records generated under or relating to this contract. The Contractor (and any sub-contractor) is required to abide by Government and Agency guidance for protecting sensitive and proprietary information. Safety Requirements: In the performance of this contract, the Contractor shall take such safety precautions as the Contracting Officer may determine to be reasonably necessary to protect the lives and health of occupants of the building. The Contracting Officer shall notify the Contractor of any safety issues and the action necessary to correct these issues. Such notice, when served to the Contractor or his representative at the work site shall be deemed sufficient for the corrective actions to be taken. If the Contractor fails or refuses to comply promptly, the Contracting Officer may issue an order stopping all or part of the work, and hold the Contractor in default. Invoicing: Payment to be made monthly in arrears by certified invoices and must contain the contract number in addition to the requirements detailed in 52.212-4 (G) to be considered valid. All invoices shall be submitted to the VA Financial Service Center and emailed to the COTR. All invoices will reference the purchase order number assigned to the contract.
