- Integrated Live Virtual Constructive Test Environment for AH-64E Follow-On Operational Test II The U.S. Army Contracting Command - Orlando (ACC-ORL) is issuing this Sources Sought Notice as a means of facilitating market research to identify parties capable of accomplishing the subject effort in support of Program Executive Office for Simulation, Training and Instrumentation (PEO STRI), Project Manager for Instrumentation, Targets, Threat Simulators, and SOF Training Systems (PM ITTS), Instrumentation Management Office (IMO). The U.S. Army programmed funding to conduct a second Follow-on Operational Test (FOTE II) on the AH-64E Apache, first quarter Fiscal Year 2018. FOTE II is scheduled to perform tests at the following three Texas locations: Ft. Hood, Dyess Air Force Base and Naval Air Station, Corpus Christi. Instrumentation to support these tests must provide Real Time Casualty Assessment (RTCA) information and Time Space Position Information (TSPI) concurrently during the test event. This instrumentation includes data collection onboard the AH-64E during flight tests, while also providing communication wirelessly with ground stations. The ground stations then communicate through wireless networks with ground platforms (soldiers and vehicles) that are outfitted with network radios and Aviation-specific Tactical Engagement Simulation System (AVNTESS) instrumentation. AVNTESS is an advanced weapons training system developed for the AH-64E to support force-on-force and force-on-target live training currently fielded at U.S. Army Combat Training Centers (CTCs), Aviation Home Stations, and deployed locations. AVNTESS integrates with aircraft and ground vehicles to provide collective opposing force participation in live training and testing. Sources are being sought to determine capable contractors that can accomplish the instrumentation deployment and operation to support these AH-64E operational tests. The instrumentation and associated capabilities must be available for installation and test accreditation processes to begin by May 1, 2017. Due to the accreditation processes and certifications necessary, any source for these capabilities must be able to provide evidence of: airworthy certifications for flight instrumentation, J/F-12 licenses for radios, DIACAP or RMF certifications for systems and components, and reports that show success in prior use of systems and components. The applicable North American Industry Classification Systems (NAICS) code assigned to this procurement is 334220, Radio and Television Broadcasting and Wireless Communications Equipment Manufacturing. The Government anticipates awarding a Firm Fixed-Price type contract for this effort. The Period of Performance is estimated to be over a 12 month period of time after contract award. Sources Sought Response Requirements: Interested and capable parties shall provide the following information - 1. Provide company information including: A. Company Name, Address and CAGE Code B. Size of Company/Small Business Status C. Point(s) of Contact including name, phone number, address, and email D. Readiness to comply with Limitations of Subcontracting requirements. 2. White paper response confirming the referenced capability, certifications, accreditations and reports (Not to exceed five pages). All material submitted in response to the Sources Sought must be unclassified. Response Deadline: Responses shall be due no later than 5:00 P.M. Eastern Time on Friday, November 4, 2016.
