- FOR INFORMATION ONLY: This Synopsis/Pre-Solicitation Notice is ONLY A NOTIFICATION that a solicitation is anticipated and forthcoming. All questions regarding this Synopsis/Pre-Solicitation should be submitted in writing via email to Ms. Mueller at the email indicated below. Construction Project (U.S. Army Corps of Engineers - Seattle District): The Chief Joseph Powerhouse has four separate DC systems and one single Preferred AC system. One DC system provides 125 VDC critical control power to Units 1 -16 power production equipment and the other 125 VDC system feeds Units 17-27. The 125/250 VDC system feeds station service, emergency lighting, and large loads required for black start capability. The 24/48 VDC system provides power for SCC indicating lights and spillway SCADA. This project will procure and install a set of upgrades including four 125 VDC battery banks and two 24 VDC battery banks, each with two redundant chargers and two switchboards. Also included will be two new 120VAC switchboards, redundant inverters, a new annunciator panel, hydrogen gas detector, power terminal box, battery monitoring system, appropriate enclosures for the systems, cable reducing boxes, exhaust fans and DC emergency lights. The individual switchboards will be incorporated into one master battery switchboard. The magnitude of construction is estimated to be between $5,000,000 and $10,000,000. The resulting contract will be firm-fixed-price. Solicitation number W912DW-17-R-0001 will be posted to the Federal Business Opportunities (FBO) website, www.fbo.gov, on or about 9 November 2016. The solicitation will be a Request for Proposals. Proposals will be due no sooner than 30 calendar days after actual solicitation issuance date. See the solicitation for details about proposal submission. The NAICS code for this procurement is 238210, Electrical Contractors and Other Wiring Installation Contractors, and the associated small business size standard is $15,000,000 in average annual receipts. The solicitation is unrestricted and open to both large and small business concerns. A site visit will be offered approximately 2 weeks after the solicitation is made available via FBO. Refer to the solicitation for details regarding the site visit. The solicitation documents for this requirement will be issued in electronic format only and will be made available online via the FBO website at www.fbo.gov under the subject solicitation number.
