Description
RFI - Cyber security This is a request for information (RFI). DLA Troop Support's Subsistence Prime Vendor (SPV) Program is interested in your comments regarding cyber security and safeguarding covered defense information. This RFI does not constitute a commitment from the Government and any information provided in response to this market survey will be used for informational purposes only and will not be released. Any proprietary information submitted will be protected if appropriately marked. Vendor participation is not a promise for future business with the Government. The sole purpose of this RFI is to conduct Market Research. Please consider the following: Cyber security and safeguarding covered defense information is very important to the Department of Defense and DLA Troop Support's future solicitations will include clauses and provisions, such as DFARS clause 252.204-7012 "Safeguarding Covered Defense Information and Cyber Incident Reporting," that specifically address that area of concern. We are interested in knowing the current cyber security capabilities of full line food distributors who could possibly do business with us in the future, as well as their existing cyber security efforts, policies, procedures and systems. While any information firms can provide regarding the steps currently being taken to ensure the safety and security of their IT systems would be helpful, DLA is particularly interested in whether your firm is currently in compliance with any of the following requirements documented in the National Institute of Standards and Technology (NIST) Special Publication (SP) 800-171, "Protecting Controlled Unclassified Information in Nonfederal Information Systems and Organizations : •) 1. Have a complete listing of information system(s) owned and operated by your firm, which would enable you to meet the requirements/deliverables of a contract or in which covered defense information is processed, stored, transmitted, or displayed in support of a contract. • 2. Have a system security planning document (in accordance with the derived requirements in NIST SP 800-171) which, at a minimum, specifies the following for the applicable information system(s): •a. Access Control - security controls implemented •b. Audit and Accountability - security controls implemented •c. Configuration Management - security controls implemented •d. Identification and Authentication - security controls implemented •e. Incident Response - security controls implemented •f. Media Protection - security controls implemented •g. Personnel Security - security controls implemented •h. Physical Protection - security controls implemented •i. Security/Risk Assessments - security controls implemented •j. System and Communications Protection - security controls implemented •k. System and Information Integrity - security controls implemented • 3. H ave a COOP plan(s) for information systems deemed critical to your ability to fulfill contract requirements. In addition to the applicable COOP plan(s), have documented verification of the plan(s) most current test/exercise. • 4. Any alternative but equally effective security measures used to compensate for the inability to satisfy a particular derived security requirement (see NIST SP 800-171) listed above. We encourage, appreciate, and would like to thank you in advance for your participation. Your responses, comments, suggestions and ideas regarding support for our customers are requested back by the close of business on November 1, 2016. Your responses may be sent via email to neil.michael.chiaradio@dla.mil if they pertain to OCONUS Prime Vendor solicitations / contracts or to karen.bradley@dla.mil if they pertain to CONUS Prime Vendor solicitations / contracts.
