Description
SYNOPSIS: Request for Information from Accredited U.S. Business Schools to Establish an MBA Program in Security Technology Management and Transition IMPORTANT NOTICE TO PROSPECTIVE RESPONDENTS: THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This RFI is issued solely for information and planning purposes. It does not constitute a Request for Proposal (RFP) or a promise to issue an RFP. Furthermore, those who respond to this RFI should not anticipate feedback with regards to their submissions; other than acknowledgment of receipt, provided a submitter requests such an acknowledgement. By submitting a response, each respondent agrees that any and all costs the respondent incurs in responding to this request or in support of activities associated with this RFI shall be the sole responsibility of respondent. The Government shall incur no obligations or liabilities to anyone for any costs or expenses incurred by the respondent in responding to this RFI. Not responding to this RFI does not preclude participation in any future RFP. The information provided in this RFI is subject to change and is not binding on the Government. All submissions become the property of the Government and will not be returned. This RFI is subject to the provisions of Federal Acquisition Regulation (FAR) 52.215-3. This RFI shall not be considered as an obligation by the Government to acquire any products or services. The Government does not intend to award a contract on the basis of this RFI. The Government reserves the right to reject, in whole or in part, any Contractor's input submitted in response to the RFI. The Government recognizes that proprietary information and data may be part of this effort and, if so included, such data should be clearly marked. Respondents will not be notified of the results. All responses to this sources-sought synopsis must also include a complete listing of contracts in which the submitting entity is performing training support services as described above, as either a prime contractor or subcontractor. BACKGROUND The U.S. Department of Homeland Security (DHS) is committed to using the most effective technologies and scientific talent to safeguard the country. The DHS Science and Technology Directorate (S&T) has been charged with marshalling the U.S. science and engineering community to provide federal, state, and local officials with cutting-edge tools and information to protect the homeland. S&T uses all available sources to acquire science and engineering talent and tools, including universities, federal laboratories, private-sector companies, nonprofit organizations and international partnerships. S&T also implements national legislation and policy to promote technology transfer and facilitate commercialization of federally funded discoveries to academic institutions, industry, and local and state government partners. In 2011, the President signed a memorandum on Accelerating the Technology Transfer and Commercialization of Federal Research in Support of High-Growth Business, and requested all federal departments establish goals to accelerate the pace of technology transfer activities in partnership with non-federal entities in 2013-2017. The S&T Office of University Programs (OUP) engages the academic community to conduct research and analysis, and provide education and training to enhance DHS's capabilities. OUP brings together experts from all relevant academic disciplines to provide critical homeland security knowledge tools, technologies, training, and talent to solve complex security and resilience challenges. In support of S&T's technology transition and commercialization efforts, OUP will sponsor a pilot MBA program to improve DHS's ability to get research and development (R&D) products into the hands of the security professionals that need them. OBJECTIVE OF THIS RFI OUP is soliciting information from potential academic sources regarding S&T's plan to sponsor an MBA program with a focus on managing and transitioning security-related research, development and technology to the private and public sectors. This program will enhance the knowledge and skills of DHS program managers (PMs) by providing education and practical experience in research transition, technology transfer to end users in security agencies, and requirements for commercializing technology. This program will increase knowledge and strengthen the performance of PMs across the Department. DHS expects that ultimately this program will lead to more successful R&D technology programs benefitting all of the Homeland Security Enterprise (HSE ). DESCRIBE/PROPOSE/IDENTIFY OUP is seeking capability statements from educational institutions with accredited Masters of Business Administration (MBA) programs to develop a pilot for a MBA program with a focus on managing and transitioning security-related research, development and technology to the private and public sectors. Within the qualification statement please address the questions and comments below. Development, Curriculum & Platform • Describe the level of effort required to establish a pilot program as described above. This should include the timeline to develop the full program and to operationally commence the first cohort of students including deliverables and milestones. • Describe how security-specific course content and case studies will be integrated into existing relevant MBA courses. • Describe how DHS specific content will be integrated into the program. • Describe existing resources at your institution related to supporting innovation, technology development, transition or transfer, and commercialization. How would these resources be leveraged and integrated into this program? • Provide suggested curriculum samples including adaptations of existing programs at your institution. • Provide a proposed program structure and platform. Examples include but are not limited to: online, in-person classroom, externships, and/or on-site training. Requirements and Sustainability • Describe your institution's ability and willingness to establish an MBA program in the Washington, DC area. • Describe minimum requirements for establishing and maintaining an MBA program as described, including the number of students per cohort and cohort frequency, and minimum number of cohorts. • Describe the estimated duration for a cohort to complete the full program. Please include credit requirements. • Describe applicant requirements including grade point average, GMAT/GRE test scores, etc. Will any substitutions be allowable in lieu of standard qualifications; years of government service, grade level, and existing degrees completed? • Provide proposed communication and marketing strategies to build awareness and foster program participation. • What strategies or additional requirements would you propose to ensure longevity of this program? Please outline a 10 year plan. General • Describe the estimated tuition, as well as program elements that would affect that tuition, e.g., percent classroom vs. distance learning. • Describe how existing federal tuition assistance programs can be leveraged. • Describe the preferred contract type e. g., Firm Fixed Price (FFP), Cost Plus Fixed Fee (CPFF), Cost Plus Award Fee (CPAF), Time and Materials (T&M) Why this contract type? • Provide the suggested contract period of performance required to ensure success and sustainability of this program. • List relevant experience during the past 5 years to include Contract number(s), contract type, associated values, and provide references. • What other questions or concerns should DHS S&T OUP consider with respect to preparing a formal solicitation for a pilot MBA program? SUBMISSION OF DOCUMENTATION: Interested offerors possessing capabilities that meet or exceed the above requirements should submit a capability statement of 10 pages or less (excluding the cover letter), demonstrating its ability to perform the effort described above. The submission shall be prepared in either PDF or Microsoft Word, single spaced with a minimum 12 point font, and one inch margins (PAGES IN EXCESS OF THE STATED REQUIREMENT WILL NOT BE REVIEWED). The cover letter shall include the following information: • Institution Name and Address • Affiliate information: (i.e. parent company, joint venture partners, potential team partners, prime contractor or subcontractors) • Point-of-Contact name, phone number, and email address. The Government reserves the right to contact some or none of the responders to this announcement. All material received will be kept by DHS and will not be returned. No information received will be shared by DHS to contractor support or competitors. No fees will be paid for submission to this announcement. The due date for the submission of responses to this RFI is 2 pm ET on December 2, 2016. The RFI response should be sent via email to Mr. Thomas E.
