- This is a Synopsis Notice for Ready-Mix Concrete services at Naval Station Guantanamo Bay, Cuba. The procuring contracting office is NAVFAC Southeast, Bldg. 903, P.O. Box 30, Naval Air Station Jacksonville, FL 32212. The primary point of contact is Daniel Hinsley, Contract Specialist (904) 542-0296. The proposed procurement action is for one or more Blanket Purchase Agreements (BPAs), which will be procured using the policies and procedures of FAR Part 13, Simplified Acquisition Procedures. The period of performance is anticipated to be one year. The Government may require the Contractor(s) to continue performance for an additional period up to six months under Federal Acquisition Regulation (FAR) 52.217-8 Option to Extend Services clause. The primary NAICS Code for this procurement is 327320 and the annual small business size standard is 500 employees. This acquisition is for Ready-Mix Concrete services at Naval Station Guantanamo Bay, Cuba. The estimated annual magnitude is between $500,000.00 and $1,000,000.00 including both direct Government orders and indirect orders (orders from other construction contractors). The services to be performed include all labor, management, supervision, tools, materials, equipment, engineering, and transportation necessary to produce and deliver ready mix concrete, coarse and fine aggregates and materials testing services to specific sites as required for Guantanamo Bay, Cuba. This requirement is performance based. Market research was performed in accordance with FAR 10.002(b)(2). In accordance with FAR 19.000(b), FAR Part 19, Small Business Programs, applies only in the United States or its outlying areas. As a result, the Government will contact all interested contractors, on an unrestricted basis. Interested and responsible parties may identify their interest and capability to respond to the requirement. This notice is not a request for competitive proposals. However, inquiries received within 7 calendar days after date of publication of this synopsis will be considered by the Government. The solicitation utilizes simplified acquisition procedures which require offerors to submit a price proposal for evaluation by the Government. To the maximum extent practicable the Government may establish multiple BPAs at the same time with more than one contractor to insure that competitive requirements are met among qualified suppliers. BPA(s) will be awarded to the contractor(s) who offer the best value to the Government. The Government will give fair consideration to all awardees; calls will be competed between all BPA holders and/or sequenced between BPA holders to promote efficient participation and competition. The Government anticipates contacting all interested contractors to discuss the terms and conditions of the BPA(s) and requesting proposals on or after 26 October 2016.
