Point of Contract: Vincent Lynch, Contracting Officer, ph(202) 366-9568 Title: NG911 for Leaders in Fire Service and Emergency Medical Services Description(s): The National Highway Traffic Safety Administration (NHTSA) is issuing this Sources Sought Notice to identify potential qualified Small Business (SB), Small Disadvantaged Business (SDB), 8(a) Certified SDB, HUBZone SB, SDVOSB, or WOSB concerns that may be interested in and capable of performing the work described herein to provide marketing, communications, technical writing, and graphic and web design support, engage all appropriate stakeholders to manage a project to complete two documents concerning containing information about the benefits of Next Generation 911 (NG011) that are specific for leaders in the Fire Service and Emergency Medical Services. NHTSA welcomes all qualified certified Small Business concerns with the appropriate NAICS Code and past experience to submit their Corporate Capability Statements that demonstrate their ability to successfully accomplish the goals of the proposed project as listed below. In addition to soliciting on the open market, the government may decide to later limit its competition to those qualified GSA MOBIS Schedule holding contractors listed under SIN 874-1, Integrated Consulting Services and/or 874-7, Integrated Business Program Support Services. NHTSA does not intend to award a contract on the basis of responses to this notice or otherwise pay for the preparation of any information submitted. Acknowledgement of receipt of responses will not be made; and no formal evaluation of the information received will be conducted by NHTSA. NHTSA may; however later on issue a Request for Proposals (RFP). However, should such a requirement fail to materialize, no basis for claims against NHTSA shall arise as a result of a response to this notice. BACKGROUND: The National Highway Traffic Safety Administration's (NHTSA) mission is to save lives, prevent injuries, and reduce traffic-related health care and other economic costs. The agency develops, promotes, and implements effective educational, engineering, and enforcement programs with the goal of ending vehicle crash tragedies and reducing economic costs associated with vehicle use and highway travel. The mission of the National 911 Program, which is housed within NHTSA's Office of EMS, is to provide Federal leadership and coordination in supporting and promoting optimal 911 services. This Federal "home" for 911 plays a critical role by coordinating public and private sector efforts that support 911 services; collecting and creating resources for local and state 911 Authorities who operate the 911 system; and administering a grant program specifically for the benefit of 911 Public Safety Answering Points (PSAPs). OEMS will require marketing, communications, technical writing, and graphic and web design support, engage all appropriate stakeholders to manage a project to complete and distribute two documents, targeting Fire Service Leadership and leadership of Emergency Medical Services, to understand the specific benefits of supporting the implementation of Next Generation 911, in furthering their own missions and objectives. OEMS seeks professional technical writing and marketing services to accomplish these tasks. This project would hire a contractor to work with all appropriate parties in the 911 community to prepare and distribute both documents. OEMS has no direct statutory authority to mandate the use of these programs and products, and so must rely in the engagement of EMS and 911 stakeholders to expand their use by the EMS and 911 communities. OEMS seeks to promote the expansion and utilization of its successful projects by actively marketing projects of relevance to appropriate stakeholders using language they will understand and react positively toward. The ultimate success of the projects funded by OEMS is dependent upon all appropriate stakeholders having awareness and knowledge of these projects and their potential benefits. Only through actively marketing specific OEMS programs and projects will this level of awareness be realized. OBJECTIVE: The National 911 Program, in conjunction with the International Association of Chiefs of Police and the National Sheriffs Association, published a booklet entitled, "Next Generation 911 for leaders in Law Enforcement." This project will replicate the same process to develop and distrtibute booklets for Fire Service Leadership and EMS Leadership. The Contractor shall develop and distribute products and services outlined in the task order that meet the requirements of the NHTSA Office of EMS and its National 911 Program as well as all applicable industry standards. Capabilities: The corporate capability statement must address the capabilities necessary to accomplish the scope outlined above as well as the additional tasks and characteristics given below: The Contractor shall provide technical and operational support on an ongoing basis to develop and distribute products and services outlined in the task order that meet the requirements of the NHTSA Office of EMS and its National 911 Program as well as all applicable industry standards. In all instances, these products and services must be developed and completed within strict timelines, which are established by the Deliverables and Due Dates as described in the Statement of Work. The services included do not necessarily require those providing technical support to be housed within the DOT building; but will require regular and frequent travel to DOT if those providing support are not housed within the DOT building. Those providing support will be required to provide support remotely on an ongoing basis. OEMS has multiple responsibilities, requiring the awareness and engagement of a very specific group of stakeholders. In addition, the work to be done is often highly technical and very specific to the operation of EMS and 911 systems. This work must be made understandable to stakeholders with little or no technical background in order to be effective. C.5 SPECIFIC REQUIREMENTS In order to accomplish the objective, the contractor shall perform the following tasks: C.5.1 Kick-Off Meeting Kick-off meeting: Within four weeks of award, the contractor shall conduct a kick-off meeting to discuss project objectives and expectations with NHTSA OEMS and staff of the Office of Acquisition Management (OAM). The meeting shall focus on the proposed approach, schedule, budget, deliverables, and potential risks. The Contractor shall prepare minutes of the kick-off meeting and shall provide a meeting summary to the COR within one week after the meeting. C.5.2 Written Work Plan Written Work Plan: Based on discussions at the kick-off meeting, the Contractor shall develop a draft written work plan within 6 weeks of award containing background information, technical approach for each task included in the final award, responsibilities for key personnel and their projected availability, a risk management plan, a detailed schedule and budget. The schedule shall include task milestones and deliverables. For the risk management portion of the plan, the contractor shall provide an analysis of potential challenges and weaknesses and a strategy for mitigating those risks. The Contractor shall brief NHTSA staff on the work plan. The NHTSA COR(TO) will review the draft written work plan and return with comments within 1 week of receipt. Upon completion of review and approval of the draft written work plan the Contractor shall submit a final written work plan within 10 weeks of award to the NHTSA COR(TO). C.5.3 Engage all necessary organizations and entities The National 911 Program, in conjunction with the International Association of Chiefs of Police and the National Sheriffs Association, published a booklet entitled, "Next Generation 911 for leaders in Law Enforcement." This publication was developed and distributed with the active participation of members of both organizations in the content development as well as the plan for distribution to membership. The success of this publication was based on this model, and OEMS seeks to replicate the same process to develop booklets for Fire Service Leadership and EMS Leadership. It will be essential for the contractor to actively engage appropriate stakeholders (e.g. International Association of Fire Chiefs, International Association of Fire Fighters, National Association of EMS Officials, National Association of EMTs, American Ambulance Association) in the completion of this project. The final decision regarding engagement will be made in conjunction with OEMS staff. The contractor shall also be required to coordinate efforts with any other company under contract to OEMS that provides marketing and communications services, as well as NHTSA's Office of Communications and Consumer Information. C.5.4 Development of two Booklets, explaining NG911 for Leaders in Fire Service and EmergencyMedical Services The Contractor shall develop two publications that explain, in nontechnical terms, the benefits that Next Generation 911 will produce for Fire Services and for Emergency Medical Services. The input of appropriate partner organizations will be sought during the development of the informational materials as needed, and the contractor shall ve responsible for print but not electronic posting of these materials. The contractor shall coordinate with the Office of Communications and Consumer Information to ensure all appropriate formats and processes are used to facilitate the process of printing and posting. Upon completion of all tasks above the contractor shall submit a Final Report to the NHTSA COR(TO) prior to the expiration of the period of performance. A draft of both publications is required to be submitted to OEMS for comment six months after award. NHTSA OEMS will provide comment within 10 business days, and the contractor shall produce a final version of the publication 30 days later. Once a final publication has been electronically produced, the contractor shall produce a limited number of hard, printed copies; and will be responsible for working with NHTSA staff to produce code that enables the electronic posting of both documents on www.911.gov. Other distribution mechanisms should also be considered, such as distribution of a limited number of hard copies. Format of Corporate Capabilities Statement: Any interested qualified Small Business (SB), Small Disadvantaged Business (SDB), 8(a) Certified SDB, HUBZone SB, SDVOSB, or WOSB concerns should submit their Corporate Capability Statement, which demonstrates the firm's ability and past experience in no more than 10 pages to perform the key requirements described above to the identified NHTSA point of contact listed herein. \Any proprietary information should be marked as such. All respondents are asked to certify the type and size of their business organization is in-line with the requirements of this Sources Sought Notice, and must be received no later than 10 calendar days from the date of publication of this notice.
