Point of Contract: Vincent Lynch, Contracting Officer, ph(202) 366-9568 Title: Revision of Model State 911 Plan and Model State 911 Legislative Language Description(s): The National Highway Traffic Safety Administration (NHTSA) is issuing this Sources Sought Notice to identify potential qualified Small Business (SB), Small Disadvantaged Business (SDB), 8(a) Certified SDB, HUBZone SB, SDVOSB, or WOSB concerns that may be interested in and capable of performing the work described herein to provide technical writing and marketing support to engage all appropriate stakeholders and raise awareness of its programs and products in a timely manner. NHTSA welcomes all qualified certified Small Business concerns with the appropriate NAICS Code and past experience to submit their Corporate Capability Statements that demonstrate their ability to successfully accomplish the goals of the proposed project as listed below. In addition to soliciting on the open market, the government may decide to later limit its competition to those qualified GSA MOBIS Schedule holding contractors listed under SIN 874-1, Integrated Consulting Services and/or 874-7, Integrated Business Program Support Services. NHTSA does not intend to award a contract on the basis of responses to this notice or otherwise pay for the preparation of any information submitted. Acknowledgement of receipt of responses will not be made; and no formal evaluation of the information received will be conducted by NHTSA. NHTSA may; however later on issue a Request for Proposals (RFP). However, should such a requirement fail to materialize, no basis for claims against NHTSA shall arise as a result of a response to this notice. BACKGROUND: The National Highway Traffic Safety Administration's (NHTSA) mission is to save lives, prevent injuries, and reduce traffic-related health care and other economic costs. The agency develops, promotes, and implements effective educational, engineering, and enforcement programs with the goal of ending vehicle crash tragedies and reducing economic costs associated with vehicle use and highway travel. The mission of the National 911 Program, which is housed within NHTSA's Office of EMS, is to provide Federal leadership and coordination in supporting and promoting optimal 911 services. This Federal "home" for 911 plays a critical role by coordinating public and private sector efforts that support 911 services; collecting and creating resources for local and state 911 Authorities who operate the 911 system; and administering a grant program specifically for the benefit of 911 Public Safety Answering Points (PSAPs). In November of 2012, the National 911 Program funded Model State 911 Legislative Language, with broad input from the 911 community. In February of 2013, the National Association of State 911 Administrators (NASNA) released the first version of the Model State 911 Plan. The evolution of both technical and governance aspects of the 911 system since the initial publication of these documents requires them to be updated. This project would hire a contractor to work with all appropriate parties in the 911 community to update both documents. OEMS has no direct statutory authority to mandate the use of these programs and products, and so must rely in the engagement of EMS and 911 stakeholders to expand their use by the EMS and 911 communities. OEMS seeks to promote the expansion and utilization of its successful projects by actively marketing projects of relevance to appropriate stakeholders using language they will understand and react positively toward. The ultimate success of the projects funded by OEMS is dependent upon all appropriate stakeholders having awareness and knowledge of these projects and their potential benefits. Only through actively marketing specific OEMS programs and projects will this level of awareness be realized. OBJECTIVE: The Contractor shall provide support to NHTSA in revising the Model State 911 Plan and the Model State 911 Legislative Language documents. The final products will be a revised version of these documents, for publication by NHTSA. Capabilities: The corporate capability statement must address the capabilities necessary to accomplish the scope outlined above as well as the additional tasks and characteristics given below: The Contractor shall manage the revision of the Model State 911 Plan and the Model State 911 Legislative Language documents as specified in the Statement of Work. This shall include writing reports, conducting stakeholder briefings and providing expert consultation to NHTSA on the process used to revise the Model State 911 Plan and the Model State 911 Legislative Language documents as identified below. C.7 SPECIFIC REQUIREMENTS C.7.1 KICK-OFF MEETING Within 15 business days after Task Order award, the Contractor shall meet with NHTSA's Contracting Officer (CO), Contracting Officer's Technical Representative (COTR), and other interested NHTSA, DOT and federal agency personnel in Washington, D.C. (at NHTSA Headquarters) in order to discuss: (1) the administration of the Task Order; and (2) the Task Order's objectives, planned course of action, schedule, milestones and deliverables, and any other issues the Contractor or Government identifies that relate to the performance of this effort. During the kick-off meeting, the Contractor shall conduct a short briefing describing the Contractor's planned approach to assist the agency in the Task Order. The Contractor, COTR, CO and other personnel from NHTSA, DOT and additional federal agencies will discuss specific technical details of the project as well as administrative matters. C.7.2 DEVELOP AND IMPLEMENT A COMMUNICATIONS PLAN TO SUPPORT THE REVISION OF THE MODEL STATE 911 PLAN AND THE MODEL STATE 911 LEGISLATIVE LANGUAGE DOCUMENTS The Contractor shall provide the following services to assist NHTSA in developing and implementing a communications plan to support revision of the Model State 911 Plan and the Model State 911 Legislative Language documents. a. Develop a Communications Plan In consultation with the COR, the Contractor shall develop a draft communications plan for the project that ensures strategic 911 community involvement and input in the revision of the Model State 911 Plan and the Model State 911 Legislative Language documents, compliant with the requirements of Paperwork Reduction Act (44 U.S.C. §§ 3501-3521) and the Federal Advisory Committee Act (Pub.L. 92-463, 6 October 1972), and in coordination with NHTSA's Office of Communications and Consumer Information. The draft communications plan should provide detail on how the Contractor shall ensure far reaching and effective communication strategies with the 911 community potentially including the use of social media outreach, website management, live webinars, publication of articles in the 911 trade press and other forms of outreach. The draft communications plan must include measurable goals and objectives that demonstrate the effectiveness of project related communications in soliciting input from the national 911 community and completing the final deliverables. The draft communications plan shall be submitted to the COR for a 10 business day comment period. The Contractor shall respond in writing to all comments provided by the COR and submit a final communications plan to the COR within 10 days for final approval. b. Implement a Communications Plan The Contractor shall fully implement the final communications plan approved by the COR. The Contractor shall provide weekly written reports that detail progress in achieving the measurable goals and objectives of the communications plan. For example, the Contractor may report on the number of website visitors, number of attendees at live webinars, number of comments submitted by members of the 911 community, and additional metrics which demonstrate the effectiveness of the communications plan in soliciting input from the 911 community throughout the duration of the project. The Contractor shall coordinate events and public releases with the NHTSA Office of EMS contracted marketing and communications firm and with the NHTSA Office of Communications and Consumer Information. C.7.3 CONVENE A TECHNICAL EXPERT PANEL. The Contractor shall identify and convene a ten person technical expert panel (TEP). The TEP shall be responsible for assisting NHTSA and the Contractor in drafting the revised Model State 911 Plan and the Model State 911 Legislative Language documents. The TEP will meet frequently in person and via teleconference during the course of the project. Specifically, the Contractor shall provide the services listed below. a. Develop a Technical Expert Panel Position Description. In consultation with the COR, the Contractor shall develop a position description to be used in recruiting experts in 911, and other fields, to serve on the TEP. b. Recruit a Technical Expert Panel. The Contractor shall broadly advertise the availability of positions on the TEP and solicit letters of nomination. The Contractor shall develop a rank ordered list of potential candidates for the TEP. In consultation with the COTR, the Contractor shall select ten individuals from the list of potential candidates to serve on the TEP. C.7.4 REVISE THE MODEL STATE 911 PLAN AND THE MODEL STATE 911 LEGISLATIVE LANGUAGE DOCUMENTS. The Contractor shall provide the following services to NHTSA to assist in developing a revised Model State 911 Plan and the Model State 911 Legislative Language: a. Conduct Written Assessment of Progress to Date on use of original documents. In consultation with the COTR, and with input from the TEP, the Contractor shall conduct a written assessment of progress to date on use of the original documents since their publication. This document shall be submitted to NHTSA in draft form for a 10 business day comment period. The Contractor shall revise the document based on NHTSA's comments. b. Write a Draft Outline. The Contractor shall convene the TEP to develop a draft outline of the revised Model State 911 Plan and the Model State 911 Legislative Language documents. This draft outline shall be submitted to NHTSA for a 10 day comment period. The Contractor shall revise the draft outline based on NHTSA's comments. c. Write a Straw Man document. With input from the TEP the Contractor shall write a straw man document based on the draft outline. The straw man document shall be submitted to NHTSA and the TEP for a 10 day comment period. The Contractor shall revise the straw man based on NHTSA's and the TEP's comments and submit a final draft straw man document to NHTSA. This document will serve as the basis for stakeholder input from the broader 911 community on the final deliverable. d. Solicit input on Straw Man document and Produce revised Model State 911 Plan and the Model State 911 Legislative Language documents. The contractor shall, in consultation with OEMS and OCCI, solicit input from the broader 911 community on the Straw Man document, using mechanisms that are approved and agreed upon by the contractor, OEMS and OCCI. e. Finalize revised Model State 911 Plan and the Model State 911 Legislative Language documents. The Contractor shall convene the TEP to finalize the format and content of the revised revised Model State 911 Plan and the Model State 911 Legislative Language documents based on input received. A final draft shall be submitted to NHTSA and the TEP for a 10 business day comment period. The Contractor shall revise the final draft of the revised EMS Agenda based on NHTSA's and the TEP's comments. The final deliverable shall be delivered in a format conducive to both electronic posting of final documents as well as printing of a limited number of hard copies. C.7.5. PROVIDE EDITORIAL, FORMATTING AND GRAPHICS SUPPORT FOR THE REVISED EMS AGENDA. a. Development of Drafts Except as otherwise directed by the COR, the Contractor shall have primary responsibility for compiling drafts of the revised Model State 911 Plan and the Model State 911 Legislative Language documents, including those prepared by the Contractor and those provided to the Contractor by NHTSA, and for preparing and formatting necessary text, tables and graphics as required by NHTSA. The Contractor shall provide drafts of the revised documents to NHTSA for review and comment, and shall promptly incorporate NHTSA's comments. Format of Corporate Capabilities Statement: Any interested qualified Small Business (SB), Small Disadvantaged Business (SDB), 8(a) Certified SDB, HUBZone SB, SDVOSB, or WOSB concerns should submit their Corporate Capability Statement, which demonstrates the firm's ability and past experience in no more than 10 pages to perform the key requirements described above to the identified NHTSA point of contact listed herein. Any proprietary information should be marked as such. All respondents are asked to certify the type and size of their business organization is in-line with the requirements of this Sources Sought Notice, and must be received no later than 10 calendar days from the date of publication of this notice.
