Point of Contract: Vincent Lynch, Contracting Officer, ph(202) 366-9568 Title: Technical Writing and Support for Emergency Medical Services and 911 Description(s): The National Highway Traffic Safety Administration (NHTSA) is issuing this Sources Sought Notice to identify potential qualified Small Business (SB), Small Disadvantaged Business (SDB), 8(a) Certified SDB, HUBZone SB, SDVOSB, or WOSB concerns that may be interested in and capable of performing the work described herein to provide technical writing and marketing support to engage all appropriate stakeholders and raise awareness of its programs and products in a timely manner. NHTSA welcomes all qualified certified Small Business concerns with the appropriate NAICS Code and past experience to submit their Corporate Capability Statements that demonstrate their ability to successfully accomplish the goals of the proposed project as listed below. In addition to soliciting on the open market, the government may decide to later limit its competition to those qualified GSA MOBIS Schedule holding contractors listed under SIN 874-1, Integrated Consulting Services. NHTSA does not intend to award a contract on the basis of responses to this notice or otherwise pay for the preparation of any information submitted. Acknowledgement of receipt of responses will not be made; and no formal evaluation of the information received will be conducted by NHTSA. NHTSA may; however later on issue a Request for Proposals (RFP). However, should such a requirement fail to materialize, no basis for claims against NHTSA shall arise as a result of a response to this notice. BACKGROUND: The National Highway Traffic Safety Administration's (NHTSA) mission is to save lives, prevent injuries, and reduce traffic-related health care and other economic costs. The agency develops, promotes, and implements effective educational, engineering, and enforcement programs with the goal of ending vehicle crash tragedies and reducing economic costs associated with vehicle use and highway travel. The mission of NHTSA's Office of Emergency Medical Services (OEMS) is to reduce death and disability by providing leadership and coordination to the EMS community in assessing, planning, developing, and promoting comprehensive, evidence-based emergency medical services and 911 systems. It accomplishes this mission by undertaking programs and projects of national significance and making the results of these activities available for use by the EMS and 911 communities. OEMS has no direct statutory authority to mandate the use of these programs and products, and so must rely in the engagement of EMS and 911 stakeholders to expand their use by the EMS and 911 communities. OEMS seeks to promote the expansion and utilization of its successful projects by actively marketing projects of relevance to appropriate stakeholders using language they will understand and react positively toward. The ultimate success of the projects funded by OEMS is dependent upon all appropriate stakeholders having awareness and knowledge of these projects and their potential benefits. Only through actively marketing specific OEMS programs and projects will this level of awareness be realized. Past work done by marketing/public relations companies in this general area has not been productive, due to the inordinate amount of time required to become even basically familiar with clinical aspects of emergency medical care, EMS operations, technical aspects of 911, 911 operational and institutional issues, and the roles and relationships of numerous stakeholder groups within the EMS and 911 constituencies the Contractor must be able to effectively communicate highly technical and very specific to the operation of EMS and 911 systems to make them understandable to stakeholders with little or no technical background in order to be effective. OBJECTIVE: The objective is to provide to provide technical writing and marketing support to engage all appropriate EMS and 911 stakeholders and raise awareness of all OEMS programs and products in a timely manner. The Contractor must be able to, and have experience with, effectively communicating highly technical and very specific to the operation of EMS and 911 systems, to make them understandable to stakeholders in order to be effective. Capabilities: The corporate capability statement must address the capabilities necessary to accomplish the scope outlined above as well as the additional tasks and characteristics given below: The Corp. Capability Statement should address the experience and working knowledge of the contractor specifically with EMS and 911 issues, and working with both the EMS and 911 communities, and in developing products and services as outlined that meet the requirements of NHTSA's Office of EMS and its National 911 Program as well as all applicable industry standards. It is imperative that the Contractor be able to provide experience and expertise in working with both the EMS and 911 communities on its issues from the outset of this contract. C.5 SPECIFIC REQUIREMENTS In order to accomplish the objective, the contractor shall perform the following tasks: C.5.1 Kick-Off Meeting Kick-off meeting: Within four weeks of award, the contractor shall conduct a kick-off meeting to discuss project objectives and expectations with NHTSA OEMS and staff of the Office of Acquisition Management (OAM). The meeting shall focus on the proposed approach, schedule, budget, deliverables, and potential risks. The Contractor shall prepare minutes of the kick-off meeting and shall provide a meeting summary to the COR within one week after the meeting. C.5.2 Written Work Plan Written Work Plan: Based on discussions at the kick-off meeting, the Contractor shall develop a draft written work plan within 6 weeks of award containing background information, technical approach for each task included in the final award, responsibilities for key personnel and their projected availability, a risk management plan, a detailed schedule and budget. The schedule shall include task milestones and deliverables. For the risk management portion of the plan, the contractor shall provide an analysis of potential challenges and weaknesses and a strategy for mitigating those risks. The Contractor shall brief NHTSA staff on the work plan. The NHTSA COR(TO) will review the draft written work plan and return with comments within 1 week of receipt. Upon completion of review and approval of the draft written work plan the Contractor shall submit a final written work plan within 10 weeks of award to the NHTSA COR(TO). C.5.3 Strategic Communications & Outreach Plan : The Contractor shall review any existing communications and outreach plan(s) and assess progress in implementing the activities described. Using the existing communications plan as a basis, the Contractor shall revise and implement a Strategic Communications Plan for the National EMS Program and the National 911 Program - both housed within OEMS - within 18 weeks of award. Development of an effective plan will require working closely with the staff of OEMS, the National 911 Program and NHTSA's Office of Communications and Consumer Information. Upon completion of agency review by the NHTSA COR(TO) of the draft; the Contractor shall submit a Final Strategic Communications Plan within 22 weeks of award that includes strategies, timelines, deliverables and budget considerations to engage appropriate stakeholders and increase stakeholder awareness of the programs and products of the National EMS and 911 Programs. C.5.4 Technical Writing and Design Support for Websites : In conjunction with the OEMS, the Contractor shall identify the need for technical content development and produce written documents for posting on the web site(s) www.ems.gov and www.911.gov. The Contractor shall work with OEMS staff and staff of NHTSA's Office of Communications and Consumer Information to take responsibility for providing coded files that can be directly uploaded to NHTSA server for content developed for both OEMS Web sites. The Contractor shall also regularly review and evaluate the web sites' content and produce suggested revisions. C.5.5 Collateral Material The Contractor shall develop the design and content for a variety of informational materials that can be freestanding, to be distributed at conferences, e-mailed/mailed to members of key stakeholder group, placed on the www.ems.gov and/or www.911.gov websites, or placed in the publications of other organizations. These may take the form of: •· Fliers •· Brochures •· Conference Proceedings •· Articles •· Photographs •· Videos •· Special publications that act as supplements or "mini-magazines" on a topic, such as best practices. The need for these collateral materials will be decided in conjunction with OEMS staff, and the NHTSA COR will provide final approval for all collateral materials after design and content have been developed. C.5.6 Development of case studies, analysis papers and articles discussing various issues and/or projects The Contractor shall develop publications on program and products for the National EMS and 911 Programs; for distribution to its broad constituency. These may include, but are not limited to: •· Case Studies •· Reports •· Tech Briefs •· Analysis Papers. The input of appropriate partner organizations will be sought during the development of the informational materials as needed, and the Contractor shall not be responsible for print or electronic posting of these materials. The Contractor shall coordinate with the Office of Communications and Consumer Information to ensure all appropriate formats and processes are used to facilitate the process of printing and posting. Upon completion of all tasks above the Contractor shall submit a Final Report to the NHTSA COR(TO) prior to the expiration of the period of performance. Format of Corporate Capabilities Statement: Any interested qualified Small Business (SB), Small Disadvantaged Business (SDB), 8(a) Certified SDB, HUBZone SB, SDVOSB, or WOSB concerns should submit their Corporate Capability Statement, which demonstrates the firm's ability and past experience in no more than 10 pages to perform the key requirements described above to the identified NHTSA point of contact listed herein. Any proprietary information should be marked as such. All respondents are asked to certify the type and size of their business organization is in-line with the requirements of this Sources Sought Notice, and must be received no later than 10 calendar days from the date of publication of this notice.
