Description
THIS IS A NOTICE OF INTENT TO AWARD A SOLE SOURCE ORDER AND NOT A REQUEST FOR QUOTATIONS. The National Institute of Environmental Health Sciences (NIEHS), Research Triangle Park, NC intends to negotiate on a sole source basis and issue an order with David H. Murdock Research Institute, Kannapolis, NC 28081 under the authority of Federal Acquisition Regulation (FAR) 13.106-1(b). Only one responsible source and no other supplies or services will satisfy agency requirements. This purchase is for sixteen cell samples used to generate single cell RNA-seq libraries using the 10X Genomics Chromium Single Cell 3' instrument allows for the molecular profiling of a cell population. RNA transcripts from individual cells are bar-coded to allow full transcriptome sequencing of individual cells. The instrument can profile from 1000 to 10,000 cells per experiment, which are then used to generate a single library for sequencing. Molecular bar-codes assign individual transcript reads to a particular cell. Using the transcription profile, researchers can identify individual cell types in their population. It is the only single cell or NextGen platform which can do this individual bar-coding. Secondly, DHMRI is currently the only provider of this technology within driving distance of NIEHS so that cells can be transported in a time frame which will not affect the Phenotype or Genotype of the cells being studied. Cells require certain conditions which must be maintained to keep them viable and unchanged phenotypically and genetically. This is absolutely necessary so that data is accurate and unbiased. Interested parties may identify their interest and capability. Award is subject to approval of the Sole Source Justification. This notice of intent is not a request for competitive proposals or quotations; however, an interested party may submit a statement of capabilities if they believe they can meet the above requirement. The statement of capabilities must be submitted in writing and contain sufficient detail to allow the Government to determine if the party can provide the requirement. A determination by the Government not to compete this proposed action based upon responses to this notice is solely with the discretion of the Government. All responses must be received within 15 days from the date of publication of this synopsis. Information received will normally be considered for the purpose of determining whether to conduct a competitive procurement. If no affirmative responses are received within 15 days of this notice, an award will be made to DHMRI. The NAICS Code/Size is 541711/1000. This procurement is to be processed using Simplified Acquisition Procedures. There is no solicitation package available. No faxed documents will be accepted.
