THIS IS NOT A REQUEST FOR BID - PLANS AND SPECIFICATIONS ARE NOT AVAILABLE. THIS NOTICE IS BEING ISSUED TO DETERMINE IF THERE IS SUFFICIENT INTEREST FROM QUALIFIED PRIME CONTRACTORS who are Small Businesses, HUBZone small businesses, Woman owned small business concerns, 8(a) small businesses, or Service disabled veteran-owned small businesses and who intend to submit a bid for this solicitation to allow for a set-aside in one of these programs MUST submit the following by e-mail to CFLAcquisitions@dot.gov or by telefax to 720-963-3360 (Attn: Craig Holsopple) for receipt by close of business (2 p.m. local Denver time) on November 7, 2016: (1) A positive statement of your intention to submit a bid for this solicitation as a Prime Contractor; (2) A copy of the letter from SBA stating date of HUBZone small business certification or acceptance to the 8(a) small business program. In the case of a Service Disabled Veteran Owned Small Business Concern, you must provide proof of eligibility (DD form 214 or a letter of adjudication from the Veterans Administration). This information must be provided in order to determine eligibility - DO NOT SEND COPIES OF YOUR CCR PROFILE; (3) Letter from bonding agent stating your firm's capability to bond for a single project of $22 million, and your firm's aggregate bonding capacity; and (4) Provide a list of road construction projects of equal or greater value and scope to the Arches project in which you performed ( as the prime contractor ) p ulverizing or cold in place recycling of the existing roadway, asphalt overlay, subgrade, widening, minor drainage structure improvements, pullout and parking improvements, minor concrete work, roundabout construction, and other safety improvements. State whether your firm was the prime contract or subcontractor on the project. DO NOT SEND INFORMATION ON PROJECTS THAT DO NOT INCLUDE THE ABOVE WORK. The size of a small business firm includes all parents, subsidiaries, affiliates, etc. Refer to the Code of Federal Regulations 13 CFR 121.103 for information on how the SBA determines affiliation and 13 CFR 121.108 regarding the penalties for misrepresentation of size status. PROJECT DETAILS: UT FTNP ARCH 10(2), 11(1), 200(1), 204(1), 205(1), 206(1), 207(1), 208(1), 401(1), 403(1), 500(1), & 501(1) - MAIN ENTRANCE ROAD & OVERLOOK ROADS The project location is within Arches National Park near Moab, UT. The terrain is rolling with elevation ranging from 4,000 to 5,600 ft. This project consists of the rehabilitation, restoration, and resurfacing (3R) of approximately 25 miles of road on various routes in Arches National Park. Pulverizing or cold in place recycling of the existing roadway with an asphalt overlay will be used to improve the surface and ride of the existing roadway. Other improvements include replacement of poor subgrade, widening, minor drainage structure improvements, pullout and parking improvements, minor concrete work, roundabout construction, and other safety improvements. Schedule A. 0.97 miles. Station 13+11.58 to 55+00 Schedule B. 10.52 miles. Includes Schedule A and Station 550+00 to 962+54.58 Schedule C. 24.08 miles. Includes Schedules A, B, and Station 55+00 to 550+00 Option X - Maintenance Road and Yard. 0.12 miles. Option Y -Residence Road. 0.11 miles Option Z - Devil's Garden Campground. 0.78 miles. SIGNIFICANT QUANTITIES (Schedule C): 30306-3000 Pulverizing, 110,000 SQYD 40101-5600 Superpave asphalt, 70,000 TON 41601-1000 Continuous Cold in Place Recycling 1,100 STA 60901-1300 15-inch concrete curb 19,000 LNFT 60901-2300 6-inch asphalt curb, 30,000 LNFT 60902-1300 12-inch concrete curb and gutter, 6,500 LNFT 60908-1000 Asphalt Paved Ditch, 23,000 SQYD Night work is allowed for construction and is required for Cold in Place recycling and mainline asphalt paving activities An incentive of $150,000.00 available for completion of Schedule A by May 25, 2017. It is anticipated this project will be advertised in October, 2016 with the Notice to Proceed being issued in January, 2017. Estimated total cost is $15 to $22 million depending on the Schedule and Option awarded.
