- Draft Solicitation This pre-solicitation notice replaces HE1260-16-R-0006. This is not a request for proposals. The Government will not respond to any inquires received prior to the issuance of the solicitation and no offers will be accepted based on this pre-solicitation notice. Department of Defense Education Activity (DoDEA) - Pacific intends to issue a Request for Proposal within 90days for full service facility and grounds maintenance services for the Guam District. The contractor shall provide all materials, labor, quality control, supervision, and transportation necessary to provide: (1) Routine & preventative Facility and Grounds Maintenance, (2) Emergency Facility Maintenance, and (3) Projects valued over $1,000.00. Projected period of performance is 01 July 2017 to 30 June 2018 with two six-month optional periods. DoDEA Pacific Procurement anticipates soliciting as a 100% Hubzone set-aside using the procedures in FAR Part 15 - Contracting by Negotiations. The Guam District is composed of four schools and a district superintendent's office (DSO). The DSO, Guam High School, and McCool Elementary/Middle School are located in the surrounding areas of the U.S. Naval Base in the southern part of Guam. Andersen Elementary and Andersen Middle Schools are located on Andersen Air Force Base in the northern part of Guam. The anticipated date for issuance of this solicitation is 03 November 2016.
