- Issue Date: 02 November 2016 Response Date: 15 November 2016 Set Aside: N/A NAICS: 236220 Contracting Office Address: US Army Corps of Engineers - Middle East District, P.O. Box 2250, Winchester, VA 22604-1450 SYNOPSIS: The U.S Army Corps of Engineers (USACE) Middle East District intends to solicit construction firms experienced in working in the Middle East region who are interested in submitting a firm-fixed price offer for this project. TAM is anticipating a design-bid build project at Camp Arifjan Air Base, Kuwait to construct a Perimeter Security Fence and Gates surrounding Camp Arifjan, Kuwait. A firm fixed price contract will be awarded to a prime construction contractor. PROJECT SCOPE: This project is for the placement of a PVC coated chain link fence 2.5m high with 6-strands of barbed-wire to enclose the 94 th, 15 th brigades and US Camp Arifjan locations, as well as a "shoot house" location to isolate these areas from the Kuwait public. The fence will span approximately 29,000m around the outer perimeters of all three Bases. A. The anticipated period of performance is 386 calendar days. B. The magnitude of the project is between $5,000,000 and $10,000,000. PROPOSAL PROCEDURES: The Request for Proposal (RFP) will be issued only to prime contractors. Copies will not be released to suppliers, subcontractors and plan rooms. The LPTA contracting method will be used to evaluate proposals. Evaluation criteria will be stated in the RFP. The Government may include options in the Letter RFP. This acquisition will result in a single-fixed price construction contract awarded based on LPTA determination. SUBMISSION REQUIREMENTS: Provide your experience as a Prime Contractor completing design and construction of security fences and installation of gates: List 3-5 projects that demonstrate your recent experience and ability to perform similar scope and size projects. Include project scope, location, magnitude, and date completed or % complete if still in progress. Similar projects should have a magnitude of at least $5 to $10M and performed within the past 5 years. Submission should be no more than 1 page (single-sided). PROPOSAL PERIOD: This notice is for market research purposes only and is not a request for proposal (RFP) nor does it restrict the Government as to the ultimate acquisition approach. The Government will not reimburse respondents for any costs incurred in preparation of a response to this notice.
