Description
Battelle Energy Alliance, LLC (BEA), Management & Operating Contractor of the U.S. Department of Energy (DOE) owned Idaho National Laboratory (INL), is seeking an Expression of Interest (EOI) from prospective offerors to design and construct a Materials & Fuels Complex (MFC) Research Collaboration Building on the INL. I. Introduction Battelle Energy Alliance, LLC (BEA), Management & Operating Contractor of the U.S. Department of Energy (DOE) owned Idaho National Laboratory (INL), is seeking an Expression of Interest (EOI) from prospective offerors to design and construct a Materials & Fuels Complex (MFC) Research Collaboration Building on the INL. II. PROCESS BEA is seeking qualified firms to compete for the award of a design-build contract in support of the MFC Research Collaboration Building project. As determined by BEA, responders to this EOI may receive a Request for Proposal (RFP) that will require detailed technical and price proposals be provided for evaluation and ranking under a source selection process. A best value award decision will be utilized, where technical and price advantage will be evaluated and weighed to determine the successful offeror. The RFP will challenge prospective offerors to provide a facility with the most capability within a defined budget constraint, which is currently estimated to be between $6M and $7.5M. Interested firms are advised that RFP release is anticipated in January 2017 and the source selection/award decision is anticipated in March 2017. The contract award type will be firm-fixed price. All construction work on the INL site is subject to the Davis-Bacon Act and the INL Site Stabilization and Jurisdictional Agreements (available at http://sitelaborcoordinator.com/index.php/downloads/ ); both of these agreements are enforced in accordance with agreements set forth between the Construction Trades, DOE, and BEA. III. FACILITY DESCRIPTION The building will be constructed at MFC on the INL. MFC is located approximately 35 miles west of Idaho Falls, Idaho. The building will be located outside of the MFC security boundary west of the MFC-701 guard post building. The facility will be a two story building between 15,000 and 20,000 sq. ft. in size. It will be comprised of office, collaboration and a dry laboratory area. Conceptual floor plans and artist renderings of the facility are provided for information. IV. Submittal Interested firms are requested to provide expressions of interest to the undersigned by close-of business on November 18, 2016. Included must be sufficient written information confirming the responder's qualifications that addresses each of the following criteria: •· Financial and bonding capacity •· Safety record (provided Experience Modification Rates and OSHA 300 logs / 300A summaries for each of the previous 3 years) •· Demonstrated experience and expertise with similar design-build projects within the previous 5 years •· Agreement to become signatory to the INL Site Stabilization Agreement. Note that responses must be no more than ten (10) pages in length. Only potentially qualified offerors will receive the RFP for the project.
