Sources Sought Action Code: S Classification Code: U Solicitation: DTNH2217RQ00161 Agency/Office: National Highway Traffic Safety Administration (NHTSA) Location: National Highway Traffic Safety Administration HQ NAICS Code: 611430, Professional and Management Development Training, $11.0M Point of Contract: Vincent Lynch, Contracting Officer, ph(202) 366-9568 Title: Revised Law Enforcement Bicycle and Pedestrian Safety On-Line Training Courses Description(s): The National Highway Traffic Safety Administration (NHTSA) is issuing this Sources Sought Notice to identify potential qualified Small Business (SB), Small Disadvantaged Business (SDB), 8(a) Certified SDB, HUBZone SB, SDVOSB, or WOSB concerns that may be interested in and capable of performing the work described herein. This project is part of a strategic and on-going collaborative effort among all DOT modal administrations to decrease traffic related fatalities, in this case, bicyclists and pedestrians through education of law enforcement officers. This project will update and enhance two NHTSA's computer based training courses for law enforcement: one on bicycle safety, and one on pedestrian safety. These courses will become web-based only and designed for use at by police academies for new recruits, or for continuing education credit by law enforcement personnel, providing background on traffic laws associated with bicycle and pedestrian crashes with motorized vehicles, enforcement efforts, and crash investigations, at a minimum. NHTSA welcomes all qualified certified Small Business concerns with the appropriate NAICS Code and past experience developing training for law enforcement audiences and a clear understanding of bicycle and pedestrian safety, to submit their Corporate Capability Statements that demonstrate their team's ability to successfully accomplish the goals of the proposed project as listed below. In addition to soliciting on the open market, the government may decide to later limit its competition to those qualified GSA MOBIS Schedule holding contractors listed under SIN 874-1, Integrated Consulting Services and/or 874-7, Integrated Business Program Support Services. NHTSA does not intend to award a contract on the basis of responses to this notice or otherwise pay for the preparation of any information submitted. Acknowledgement of receipt of responses will not be made; and no formal evaluation of the information received will be conducted by NHTSA. NHTSA may; however later on issue a Request for Proposals (RFP). However, should such a requirement fail to materialize, no basis for claims against NHTSA shall arise as a result of a response to this notice. BACKGROUND: The National Highway Traffic Safety Administration's (NHTSA) mission is to save lives, prevent injuries, and reduce traffic-related health care and other economic costs. The agency develops, promotes, and implements effective educational, engineering, and enforcement programs with the goal of ending vehicle crash tragedies and reducing economic costs associated with vehicle use and highway travel. This is accomplished by setting and enforcing safety performance standards for motor vehicles and motor vehicle equipment, and through grants to state and local governments to enable them to conduct effective local highway safety programs. Local highway safety programs include enforcement efforts focused on targeted behaviors known to either cause crashes or to cause severe injuries in the event of a crash. Many crashes with motorists and bicyclists and pedestrians are associated with failure to comply with traffic laws and thus are preventable through enforcement, meant to deter these unsafe behaviors. Most law enforcement officers, however, lack the knowledge of bicycle and pedestrian safety issues and laws; materials developed to increase law enforcement's knowledge is of vital importance. Bicycling and walking are healthy and environmentally friendly modes of transportation and help to complete a safe, efficient, and reliable transportation network. Recent increases in bicycling and walking often means an increase in exposure to potential risk of collision with motor vehicles, underscoring the need to have in place effective bicyclist and pedestrian safety programs to prevent motor vehicle crashes with pedestrians and bicyclists. NHTSA's programmatic efforts to address bicyclist and pedestrian fatalities have been strategic based on on-going collaborative efforts with all DOT modal administrations. Recent efforts have been focused on assisting cities and States with implementation of effective strategies to create safer, better connected bicycling and walking networks, with supporting evidence-based behavioral safety education and traffic law enforcement for all road users. End training products shall not exceed two hours each. Both products must meet the certification requirements of the International Association of Directors of Law Enforcement Standards of Training (IADLEST) and be designed as standalone on-line pieces, be interactiveand include interim and final assessments. The final assessment must include an ability to provide automatic grading, explanations reinforcing correct information, and a certificate of completion. To ensure content and approach is suitable to law enforcement, two teams of subject matter law enforcement experts (SME teams) will be appointed to assist and provide feedback to the Contractor team. The Contractor team shall work closely with NHTSA to select appropriate members who specialize in bicycle and pedestrian safety programs and who also understand the target audience. These teams will convene at the onset of the project and as needed to advise the Contractor team and NHTSA on course revisions including content, end user engagement techniques, and ease of use. The project will include a pilot of the draft final products, and a NHTSA agency review prior to final approval and release. As part of the application process, each offeror will be provided access to each of NHTSA's existing law enforcement trainings to allow them to submit their approach to this project. Applicants will include a specific team including letters of intent from the team members if proposed as sub-contractors to the Contractor. Subject matter experts will be established separately with NHTSA, but knowledge of suitable potential experts may be considered as part of the contracts experience working with the law enforcement community. The Contractor's approach must show a command of similar experience in doing similar type on-line training, computer work, filming of bicyclist and pedestrians around motorists and law enforcement efforts, and writing/editing deemed necessary for final products. Finally, the approach must show innovation, creativity to keep the audience engaged, and demonstrate a cost effective approach to achieving all the milestones and deliverables. OBJECTIVE: The objective is to develop updated and enhanced NHTSA web- based law enforcement training courses: one on bicycle safety, and one on pedestrian safety for use at police academies and/or continuing education credit by law enforcement personnel. Training courses shall be revamped from their current interface on CD-ROMs, to an on-line web-based platform only, using state of the art technology and innovative techniques proven to engage audiences and agreed to be effective with law enforcement. Capabilities: The corporate capability statement must address the capabilities necessary to accomplish the scope outlined above as well as the additional tasks and characteristics given below: The Corp. Capability Statement should address their experience in conducting and providing law enforcement personnel training with the following assumptions: Most law enforcement officers have limited specific training in enforcement related issues regarding bicycle and pedestrian safety; Bicyclist Safety Training for Law Enforcement and Pedestrian Safety Training for Law Enforcement are meant to look at common themes across most States and to encourage individual officers, training officers, and local jurisdictions to look at State and local laws where appropriate and in advance of pursing actual enforcement or enforcement operation activity; Final products must consider state of the art on-line training methods and available creative technologies which may be useful to engage law enforcement audiences; and Existing resources such as law enforcement officers, State Pedestrian and Bicycle Coordinators, and subject matter experts on enforcement issues related to bicyclist and pedestrian safety must serve as consultants to this project. The Contractor team shall assist NHTSA to develop content revisions from the existing courses with assistance from NHTSA approved subject matter experts (SME) (among law enforcement officers already engaged in bicycle and pedestrian enforcement activities); create story boards, scripts, and film clips; revise intermediate and final assessments to reinforce and measure increase in knowledge and application of enforcement to enhance the safety of bicyclists and pedestrians around motorized traffic. The Contractor team shall complete the relevant efforts and analyses identified below, drawing upon research. The Contractor team shall also be responsible for integrating contract deliverables into the work with IADLEST. The Contractor shall develop marketing tools (short engaging YouTube or other creative approaches to get officers to complete the training). Format of Corporate Capabilities Statement: Any interested qualified Small Business (SB), Small Disadvantaged Business (SDB), 8(a) Certified SDB, HUBZone SB, SDVOSB, or WOSB concerns should submit their Corporate Capability Statement, which demonstrates the firm's ability and past experience in no more than 15 pages to perform the key requirements described above to the identified NHTSA point of contact listed herein. Any proprietary information should be marked as such. All respondents are asked to certify the type and size of their business organization is in-line with the requirements of this Sources Sought Notice, and must be received no later than 10 calendar days from the date of publication of this notice.
