Description
The Department of Veterans Affairs, Network Contracting Office (NCO) 20, is soliciting proposals for a contractor to provide construction services for Project # 692-343, Demolish Seismically Deficient Building 214 and Construct New Specialty Care Building 201B. The project involves adding approximately 14,980 gsf to Building 201A for Outpatient Specialty Care Clinics, support clinics and administrative offices. Work also includes demolition of existing Building 214, which is approximately 18,308 gsf. Additional surface parking will also be provided. Construction will be in accordance with the most recent security requirements, including having appropriate distances between the parking and the building. Work is to be performed at VA Southern Oregon Rehabilitation Center and Clinics, White City, Oregon. Complete specifications and drawings will be included in the solicitation. The solicitation will result in the award of a firm-fixed price contract to a single contractor. This procurement is 100% small business set aside using the following method of award: Method of Award:   An award resulting from this solicitation will be made using the set-aside order of precedence describe herein.   In accordance with VAAR 819.7006, an award under this solicitation will be made on a competitive basis first to an eligible Veteran-Owned Small Business (VOSB) concern, provided that there is adequate competition among such firms.  Adequate competition shall be deemed to exist if at least two competitive offers are received from qualified, responsible VOSB concerns; and award can be made at a fair and reasonable price that offers best value to the United States.   If there is inadequate competition for award to a VOSB concern, award will be made competitively to any small business concern IAW FAR 19.5. The Request for Proposal (RFP) number is VA260-17-R-0031. The applicable NAICS code is 236220 and the small business size standard is $36.5 million. Cost magnitude is between $5 million and $10 million. Telephone requests for the solicitation will not be honored. When issued, the solicitation will be available via the Federal Business Opportunities website, http://www.fbo.gov.
