- Table 1 SUBJECT: Market research is being conducted to identify potential sources that may possess the expertise, capabilities, and experience to meet the requirements for qualification and production of the HH-60G Pavehawk Helicopter Armor Panels, Part Number 80011-203, NSN 1560-01-573-6542GC and Part Number 80011-202, NSN 1560-01-573-9728GC ITEM DESCRIPTION The Improved Ballistic Armor Sub-System is used on the USAF HH-60G Pavehawk Helicopters. The new lighter weight Improved Ballistic Armor Sub-System (IBASS) provides increased protection from small arms fire, while decreasing system weight by over 35%. Providing weight reduction enables increased mission duration and/or lift capability. The Government's need for acquisition of spares is required in order to support current combat search and rescue operations. The HH-60G aircrew's mission to rescue downed crewmembers in diverse and hostile combat environments is vital. To perform such duties effectively, the aircrew requires a system that will aid in protecting crew members against various 7.62 mm small arms fire, be capable of being installed using a crashworthy attachment method in 30 minutes, removed in 15 minutes, and meet maintainability and environmental requirements with a reduction in thickness and weight from the current pallet. Failure of the system could lead to unsuccessful rescue missions or loss of aircraft, severe injury or loss of life. IBASS armor must not diminish the performance of the HH-60G. The IBASS must meet the following standards as a minimum: •· MIL-PRF-46103, Revision E, Performance Specification, Armor: Lightweight, Composite •· MIL-STD-810, Revision F, Environmental Engineering Considerations and Laboratory Test •· MIL-PRF-5624, Revision S, Performance Specification Turbine, Aviation, Grades JP-4, JP-5, and JP-5/JP-8ST •· MIL-PRF-85285, Revision D, Performance Specification, Coatings: Polyurethane, Aircraft and Support Equipment •· MIL-PRF-23377, Revision J, Performance Specification, Primer Coatings: Epoxy, High-Solids •· Federal Test Method STD.141D, Federal Test Method Standard, Paint, Varnish, Lacquer and Related Materials. Methods of Inspection, Sampling and Testing •· MIL-H-83282, Revision C, Hydraulic Fluid, Fire Resistant, Synthetic Hydrocarbon Base, Aircraft, Metric, NATO Code Number H-537 The IBASS armor must meet military standards above, protect against various 7.62 mm small arms fire, be capable of being installed using a crashworthy attachment method in 30 minutes, removed in 15 minutes, and meet maintainability and environmental requirements with a reduction in thickness and weight from the current pallet. Ballistic testing requirements are described by the document WR-H-60-05-42 Rev. M. The ballistic performance is defined in Table 1 attached. Impediment to Competition: The Acquisition Method Code / Acquisition Method Suffix Code (AMC/AMSC) for this item is 3/P. AMC 3 : Acquire for the second or subsequent time directly from the actual manufacturer. AMSC P : The Government has the data however the rights to use the data needed to purchase this part from additional sources are not owned by the Government and cannot be purchased, developed or otherwise obtained. The fiber material, armor and coating technology, drawings, and manufacturing processes for these assets are proprietary to the Original Equipment Manufacturer (OEM), LifePort Interiors, Inc., CAGE Code 38UY4 and are not available for other sources. LifePort owns all drawings, tools, and test equipment to perform manufacturing and repair of these IBASS Armor Panels. INTEREST The Contracting Office intends to award a sole source contract to LifePort Interiors, Inc for the manufacture of the HH-60G Pavehawk Helicopter Armor Panels, Part Number 80011-203, NSN 1560-01-573-6542GC and Part Number 80011-202, NSN 1560-01-573-9728GC, NAICS code 336413. Other interested parties may identify their interest and capability to respond to the requirement no later than 18 November 2016 to Chris Boarman via email ( chris.boarman1@us.af.mil ). The Government intends to procure these items using Other Than Full and Open Competition as prescribed by FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.
