Description
Attachment No.5 - Form 187 Contract Security and/or Classification Requirements Form 1449 and Solicitation No. NRC-HQ-7B-17-R-0002 This is a combined synopsis/solicitation for commercial services and items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; offers are being requested and a written solicitation [Request for Proposal (RFP) No.NRC-HQ-7B-17-R-0002] is attached to this synopsis. The incorporated provisions and clauses are those in effect through the Federal Acquisition Circular (FAC) 2005-82/05-07-2015. This procurement will result in a single-award fixed price contract. This acquisition is conducted using Federal Acquisition Regulation Part 15 procedures. Source selection will be based on the following four (4) Evaluation Criteria: 1) Past Performance, 2) Qualifications of Personnel, 3) Management/Staffing Plan, and 4) Technical Approach. Cost/price will be considered in the evaluation and selection, but cost/price will not be rated. Evaluation criteria will be evaluated using adjective ratings and no numeric point system will be used. The North American Industry Classification System code is 541990 "All Other Professional, Scientific, and Technical Services". The size standard for this procurement is $15.0M, as set forth under this NAICS code The contractor shall provide Neutral Services Supporting the Nuclear Regulatory Commission Office of Enforcement's Alternative Dispute Resolution Program in accordance with the terms and conditions of this solicitation, including the Statement of Work and Price Schedule. PROPOSAL Offerors shall provide a proposal to the NRC comprised of a technical and a price portion separated into individual volumes. QUESTIONS The deadline for all questions related to this solicitation is 10:00 a.m. EST, November 14, 2016. All proposals are due November 21, 2016 by 10:00a.m. EST, electronically to latoya.cooper@nrc.gov. Offerors are responsible for any technical difficulties and/or administrative problems associated with transmission of the files to the NRC. Solicitation NRC-HQ-7B-17-R-0002 is distributed through the FedBizOpps website (http://www.fedbizopps.gov.) The FedBizOpps website provides downloading instructions. All future information about this acquisition, including solicitation amendments will also be distributed solely through the FedBizOpps website. Hard copies of the solicitation document and its related documents will not be available. Because this RFP will be posted on this website, interested parties are instructed NOT to call, send letters, e-mails or faxes requesting the RFP. Interested parties are responsible for monitoring the FedBizOpps website to assure that they have the most up-to-date information about this acquisition. The NRC requires the prospective awardee to be registered in the System for Award Management (SAM) database prior to award, during performance, and through final payment of the resulting contract in accordance with Federal Acquisition Regulation, 52.204-7, System for Award Management. Processing time should be taken into consideration when registering. Potential Offerors who are not registered should consider applying for registration immediately if interested in responding to this solicitation. Potential Offerors may obtain information on registration and annual confirmation requirements via the internet at http://www.sam.gov. The Government will not reimburse interested parties for any costs associated with responding to this business opportunity.
