- Statement of Work Combined Synopsis/Solicitation: i)This is a combined synopsis/solicitation ("solicitation" hereafter), which is expected to result in award of a firm-fixed- price contract for providing reliable Online Applicant Tracking System, as per the attached Statement of Work. The solicitation is prepared in accordance with the format in the Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested. An award, if any, will be made to the responsible offeror who submits a proposal that (1) conforms to the requirements of the solicitation; (2) that receives a rating of "Acceptable" on the Technical Capability evaluation factor; (3) that submits the proposal with the lowest total evaluated price (TEP), provided that the TEP is not unbalanced and is fair and reasonable. The Government reserves the right to award without discussions or make no award at all depending upon (1) the offeror proposed system meets all of the key features of the required Tracking system (2) the price fair and reasonableness of proposals received. ii)Solicitation #SOL-306-17-00001. This solicitation is issued as a request for proposal (RFP). iii)This solicitation document and incorporated provisions and clauses by this reference are those in effect through Federal Acquisition Circular 2005-81 iv)No set asides are contemplated for this award. The NAICS code is 541511. v)The solicitation will be accomplished under the authority of FAR Part 12, Acquisition of Commercial Items. vi)Please submit your Proposals in accordance with the instructions specified in attached Statement of Work (SOW). Please ensure that your response includes all requested information and that your technical response clearly demonstrates your company's capability to meet the requirements specified in the SOW. The Government prefers to award based on initial offers, without holding negotiations or discussions. Therefore, it is critical that you are fully responsive to the solicitation and submit your best offer initially. The Government, however, reserves the right to seek clarifications and conduct discussions and/or negotiations if determined to be in the Government's best interest. Proposals consisting of something other than the required services described in the SOW will not be considered for award. vii)Proposal Instruction: Your proposal submission has 15-page page limitation including the cover page technical and financial proposal. a.Technical Proposal: The Offeror's technical proposal shall be written and organized to demonstrate the Offeror's knowledge and understanding of the requirements as outlined in the SOW. At a minimum, the Offeror's technical proposal shall include the following: i.Cover Page: Your technical quotation must include a cover page that includes the company name, company address, (DUNS) number(s), and points of contact with telephone number and email address. In most instances, the cover page shall be no more than 1 page. ii.Proposed Online Applicant Tracking System: The offeror shall provide a narrative of the proposed Online Applicant Tracking System that satisfies the requirements listed in SOW. The narrative shall include the name/description and key features of the proposed system. In addition, the offeror must demonstrate in their narrative how the proposed system meets or exceeds each of the key features of the requirement. A statement simply indicating the proposed software meets or exceeds the requirements will not suffice. b.Price Proposal: The offeror shall provide a cost breakdown for the proposed Online Applicant Tracking system with itemized costs for each performance. The proposed cost breakdown shall include license, installation, and maintenance support costs as applicable. viii)Basis of Award and Evaluation Criteria: Award will be made to the responsible offeror whose Proposal conforms to the SOW and is determined to provide the best value to the Government utilizing the Lowest Price Technically Acceptable (LTPA) source selection process, considering the evaluation factors outlined below. a.Technical Compliance - Offers shall be evaluated based on their capability of meeting or exceeding the key features of the required Online Applicant Tracking System listed in the attached SOW. b.Past Performance - Past performance information shall include prior experience and similar performances undertaken by the contractor. Furthermore Past performance can be obtained from the Government's Past Performance Information Retrieval System (PPIRS). The Government will review the Offeror's three (3) most recent reports in PPIRS. c.Price - The Offeror's price proposal will be evaluated separately from the technical proposal. Price will be evaluated based on the total pricing of all performance periods. The Government will evaluate the Offeror's proposed price to ensure that the offered price is fair and reasonable for the project. ix)Submission date: a.Proposals must be received not later than November 25, 2016.
