- Description
- The Volpe Center, located in Cambridge, MA, is an organization within the Office of the Assistant Secretary for Research and Technology of the United States Department of Transportation (US DOT). The Volpe Center intends to issue a sole source solicitation under statutory authority of FAR PAR 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements.,, and award a firm fixed contract with a period of performance of 2 years with Aerodyne Research Inc.(ARI) The North American Industry Classification System (NAICS) Code for this acquisition is 541620, Environmental Consulting Services and the small business size standard is $15 million. This proposed action is for services for which the Government intends to solicit and negotiate with only one source under authority in FAR Part 6.302 as referenced above. The contractor will: 1) update the current version of an Aerospace Recommended Practice (ARP) for the measurement of non-volatile particulate matter (nvPM). 2) utilize the Aerosol Dynamics Simulation Code (ADSC), an inorganic pollutant plume model to run nvPM scenarios on a weekly basis and use the results to address ARP technical gaps in the current version of the ARP, 3) to update the ARP by reviewing selected scenarios in the ADSC and addressing ARP technical gaps, 4) finalizing ADSC scenario runs and providing ADSC data and 5) provide editorial support to complete all sections of the ARP. Interested firms have 15 calendar days from the date of this synopsis publication to submit in writing clear and convincing documentation of their company's capability to provide the above required services. The capability statement must be submitted to the above named point of named point of contact. Such documentation will be utilized solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. Firms will be required to submit a maximum of three (3) but not less than two (2) pages of documentation in support of the above for evaluation prior to receiving a solicitation. Responses received after fifteen (15) calendar days or without the required documentation will be considered non-responsive and will not be considered. Such documentation will be utilized solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. The Government will not pay for any documentation provided in response to this synopsis and documentation received will not be returned to the sender. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete this proposed contract based upon responses received to this notice would normally be considered, solely for the purpose of determining whether to reissue as a competitive procurement. The Request for Proposal (RFP) issuance to the above identified firm will be on or about December 1, 2016. No telephone requests will be accepted - only written requests via email for this solicitation will be accepted
