Description

THIS IS A PRE-SOLICIATION NOTICE The Department of Veterans Affairs, Alvin C. York VA Medical Center is preparing to issue a Request for Proposal (RFP) for: Project # 626A4-15-104 Exterior Revitalization SET-ASIDE: 100% Service-Disabled Veteran-Owned Small Business (SDVOSB) PROJECT MAGNITUDE: Between $2,000,000.00 and $5,000,000.00. NAICS: 236220 Commercial and Institutional Building Construction SMALL BUSINESS SIZE STANDARD: $36.5 million PROJECT OVERVIEW: The contractor shall furnish all labor, material, equipment, and supervision necessary to complete all work per drawings and specifications for the "Exterior Revitalization of Engineering and Support Buildings" project #626A4-15-104 at the Tennessee Valley Healthcare System, VAMC, 3400 Lebanon Pike, Murfreesboro, Tn. 37129. The Project includes work on Buildings 12, 14, 13, 15, 16, 8, and 9 which are listed on the National Register of Historic Places and involves re-roofing, gutter and downspout repair & replacement, masonry restoration, window replacement, door replacement, pipe railing repair & replacement, asbestos & lead-based paint abatement & encapsulation, storm drainage, and lightning protection. Anticipated completion time from Notice to Proceed is 240 calendar days for the base proposal. Technical evaluation factors and proposal submission instructions will be posted in the solicitation. This requirement is a 100% set-aside for Service Disabled Veteran Owned Small Businesses under the authority of 38 U.S.C. 8127(d). To be eligible for award the SDVOSB must be considered small under the relevant NAICS code in VetBiz and the System for Award Management (SAM). SDVOSB contractors must be verified and viewable in VetBiz www.vip.vetbiz.gov prior to submission of a proposal and prior to award of a contract. Status as a qualified SDVOSB concern is under the authority of 38 CFR Part 74 in accordance with the VA Acquisition Regulation (VAAR) Part 819. Eligibility determination is performed by the Center for Veterans Enterprise (CVE). Eligible SDVOSB concerns must also be registered at the following websites prior to contract award: SAM: https://www.sam.gov/portal/public/SAM/ VETS 4212 Report must be completed: http://www.dol.gov/vets/vets4212.htm The solicitation is anticipated to be posted to the Federal Business Opportunities (FedBizOpps) website www.fbo.gov on or about November 30, 2016. Important Notice: Prior to submitting a proposal under this SDVOSB set- aside solicitation, offerors must apply for and receive verification from the Department of Veteran Affairs Center for Veterans Enterprise (CVE) in accordance with 38 CFR Part 74 and VAAR 819.70 by submission of documentation of Veteran status, ownership and control sufficient to establish appropriate status. All offerors are urged to contact the CVE and submit the aforementioned required documents to obtain CVE verification of their SDVOSB status if they have not already done so.
