Draft Statement of Work SOURCES SOUGHT NOTICE HSCG84-17-I-BB1115 This is a SOURCES SOUGHT NOTICE / REQUEST FOR INFORMATION; not a pre-solicitation notice or solicitation for proposals/quotations. Pursuant to FAR Part 10 (Market Research), the purpose of this notice is to: (1) determine if sources capable of satisfying the agency's requirements exist, (2) determine if commercial items suitable to meet the agency's needs are available or could be modified to meet the agency's requirements, and (3) determine the commercial practices of companies engaged in providing the needed service or supply. Pursuant to FAR Part 6 and FAR Part 19, competition and set-aside decisions may be based on the results of this market research. This notice in no way obligates the Government to any further action. Requirement: This notice is issued by the U.S. Coast Guard, Shore Infrastructure Logistics Center, Norfolk, VA to identify sources capable of providing: (1) charter bus services for transportation of U.S. Coast Guard personnel to and from the U.S.O. Lounge at the Philadelphia International Airport and the U.S. Coast Guard Training Center, Cape May, NJ and (2) charter bus services for Hurricane Evacuations. A Draft Statement of Work (SOW) is attached to this Sources Sought Notice; the Draft Statement of Work is subject to revisions at the discretion of the Government. Interested parties are expected to review this Notice and the draft Statement of Work to become familiar with the requirement. Anticipated Contract Type/Vehicle: The anticipated contract vehicle will be an Indefinite-Delivery Indefinite-Quantity (IDIQ) contract with firm-fixed unit prices; individual delivery orders would be issued pursuant to the IDIQ contract if services are required (Subject to change at the discretion of the Government). Anticipated Period of Performance: The period of performance is anticipated to be for a one-year Base Period and four one-year Option Periods (not to exceed five years if all options years are exercised by the Government). The performance period of the contract is anticipated to start on April 1, 2017 (Subject to change at the discretion of the Government). Anticipated NAICS Code/Size Standard: The applicable NAICS Code is 485510, Charter Bus Industry, and the size standard is $15.0 million. Submission of Information: Companies having capabilities necessary to meet or exceed the stated requirements are invited to provide information to contribute to this market survey/sources sought notice including commercial market information and company information. Companies may respond to this Sources Sought Notice by providing the following information via e-mail to Catherine.Prestipino@uscg.mil or via fax to (757) 628-4135 (Attn: Catherine Prestipino/COB-4) no later than November 30, 2016 at 4:00PM, Eastern. 1. Your company's name, address and DUNS number. 2. Point of contact (name, e-mail address, and phone number) for your company. 3. The year your company was established and how long your company has been providing charter motor coach services. 4. Your company's U.S. Department of Transportation (USDOT) Number. 5. Your company's Motor Carrier (MC) Number (A company performing the needed services must have an active Operating Authority from the U.S. Department of Transportation, Federal Motor Carrier Safety Administration). 6. Your company's level of insurance and current policy dates (Level of insurance shall be for a minimum of $5 million in accordance with the Federal Motor Carrier Safety Regulations). 7. The number of charter motor coach type buses in your fleet that are 49 passenger seats or larger and the age of the buses. 8. Your company's business size applicable to NAICS Code 485510 (list all that apply): 8(a) Business / HUBZone Small Business / Service-Disabled Veteran-Owned Small Business / Small Business / Large Business. 9. Your company's corporate affiliations, potential joint venture partners, teaming partners, and/or major subcontractors. 10. Commercial market information and practices applicable to this service. 11. Recommendations to improve the Statement of Work (Any changes made to the Statement of Work are at the sole discretion of the Government). 12. A positive statement of your intent to submit a quote as a prime contractor if a solicitation is issued as a result of this Sources Sought Notice. The Government reserves the right to use any information provided by respondents for any purpose deemed necessary and legally appropriate, including using technical information provided by respondents in any resultant solicitation. At this time no solicitation exists; therefore, DO NOT REQUEST A COPY OF THE SOLICITATION and DO NOT SUBMIT OFFERS. After a review of the responses received, a pre-solicitation notice and solicitation may be published on Federal Business Opportunities (FedBizOpps) website. It is the potential offeror's responsibility to monitor FedBizOpps for release of any future solicitation that may result from this Sources Sought Notice. However, responses to this Sources Sought Notice will not be considered adequate responses to any resultant solicitation.
