Description
The United States Agency for International Development in Honduras (USAID/Honduras), intends to issue a Request for Proposal (RFP) for a Cost Plus-Fixed Fee (CPFF) completion type contract. The resulting contractor will undertake a new five year-program to support the implementation of the Reading Improvement for Development (RID) Activity. The objective of the RID Activity is to support the efforts of the Government of Honduras (GOH), in collaboration with other donors, civil society, and the private sector, to improve reading outcomes of Honduran students in basic education grades one to six in the geographic areas targeted by the USAID/Honduras CDCS 2015-2019 as may be amended, namely the municipalities of Tegucigalpa, San Pedro Sula, Choloma, Tela, and La Ceiba under Development Objective One (DO1) and the departments of Copán, Intibucá, La Paz, Lempira, Ocotepeque and Santa Bárbara under Development Objective Two (DO2). This Activity will take on a national systems strengthening approach. Building on USAID’s prior national level investments in improving curriculum, teaching practices and the education evaluation system, interventions will be explicitly targeted to improve instruction at the school and classroom level. These interventions will include but not be limited to providing support for improving teacher effectiveness; strengthening existing student assessment at the school level; increasing the quality, availability and use of reading materials; and strengthening classroom and school management. DISCLAIMER The purpose of this notice is to comply with the synopsis and pre-solicitation notice requirements of FAR 5.2 - Synopses of Proposed Contract Actions. Furthermore, this activity was included in USAID’s Mission Business Forecast, last released in July 15, 2016. Any solicitation resulting from this notice will be handled in accordance with FAR 5.102(d); therefore, availability of any resulting solicitation package may be limited to this electronic medium. This is not a solicitation. USAID/Honduras does NOT invite offerors to submit proposals in response to this pre-solicitation synopsis NOR will USAID/Honduras accept comments, questions and/or inquiries in response to this pre-solicitation synopsis and will NOT respond to any. NO awards are anticipated to be made in response to this pre-solicitation synopsis. Prospective offerors are advised to periodically monitor the above website for updates concerning this procurement. This pre-solicitation notice does not obligate USAID/Honduras to release a solicitation or award a contract nor does it commit the US Government to pay for costs incurred in the preparation and submission of a proposal.
