- THIS IS NOT A REQUEST FOR PROPOSAL. THERE WILL NOT BE A SOLICITATION, SPECIFICATIONS, OR DRAWINGS AVAILABLE AT THIS TIME. This special notice is being issued In order to provide all interested parties with information on the planned acquisition strategy as determined through market research. This procurement will be solicited on an unrestricted basis. A sources sought notice was posted to FedBizOps 28 April 2016 (N62470-16-R-5008) to determine availability and capability of businesses to perform the requirement. Given the nature of this work, particularly the size and complexity, market research revealed that there is not a reasonable expectation that offers from two (2) or more small businesses with acceptable technical proposals, at a reasonable price would be received if any type of set-aside was pursued. NAVFAC Atlantics Office of Small Business Programs concurs with the determination to solicit as an unrestricted procurement. The solicitation will include NAVFAC ™s standard small business evaluation factor which will require all entities to demonstrate their small business past performance usage as well as require large business entities to provide a small business subcontracting plan which will include NAVFAC ™s standard subcontracting targets. All responsible sources may submit a proposal which shall be considered by the agency. All prospective contractors are required to be registered in the System for Award Management (SAM) database at https://www.sam.gov/portal/public/SAM/. Additional information about the requirement will be provided in the pre-solicitation notice. No additional information is currently available.
