- Amendment 0005 - is to add the following Questions and Answers: 1) There appears to be changes in this RFP from the previous contract, most importantly that Purchase Requests (PR) for supplies, chemicals, etc. Are to be included in our proposal cost and not be reimbursable, please confirm that this is correct. This is correct. Technical Exhibit 3 provides estimate costs averaged for historical data concerning operations, maintenance and repair costs. 2) Will the service orders (SO) be reimbursed to the contractor or will the contractor have to assume the cost risk for repairs to the treatment plants? This is a Firm Fixed Price contract. All cost associated with the daily operations, maintenance and repairs of the Water Plants, associated equipment and RO's are the contractor's responsibility as outlined in the PWS. DPW will be responsible for repairs to items such as structural (building components not associated with the water processing equipment), grounds (such as berm erosion, brine pond liners) to name a few. 3) The Purchase Requests (PR) costs listed on Technical Exhibit 3 appear to be considerably low, can you please confirm that these are actually costs? Technical Exhibit 3 has been updated to reflect current PR and SO expenditures. 4) Who handles the compliance sampling? DPW Environmental Division 5) Will we be billing a single lump sum cost with 4 option years to include materials costs in Exhibit 3? Yes, all labor and materials need to be included under the CLIN for Operations and Maintenance. (Technical Exhibit 3 has been updated to reflect current/updated PR and SO expenditures.) 6) Will contractor be responsible for catastrophic failure of major equipment items not covered by Exhibit 3 values? Natural catastrophic failures, such as fire, electrical surge, and storm and so on, not caused by contractor negligence will be the responsibility of DPW. Catastrophic failure of any level if determine to be caused by contractors negligence will be deemed the contractor fault and responsibility. 7) Who is responsible for brine paid liner repairs? Have historic repairs been repaired? All three brine ponds, KFR, WCA and HCA, have had issues with the liners tearing and have been repaired at DPW expense. We have an existing tear at the HCA brine pond on the North West corner which will require the brine pond to be drained by Water Plant operators divert water flow, DPW will then coordinate sludge removal and liner repair.
